Mandela and Us

NM_mandela_old_photo_110127_16x9_992Most of the world is rightly celebrating the life and lessons of Nelson Mandela. Warts and all Mandela will go down as a pivotal figure in the last decades of the 20th Century and will no doubt remain the gold standard for the difficult, seemingly impossible politics of racial reconciliation.

Still it’s fascinating to see the broad and deep bipartisan out pouring of respect for a man that the Reagan Administration contended in the 1980’s was head of a terrorist organization, a designation that was not formally changed until 2008. There is some reason to believe the CIA tipped off South Africa’s whites-only government to Mandela’s whereabouts in 1962, a tip that ultimately led to his trial and lengthy incarceration.

I’m reminded of the intense and passionate debates in the early 1980’s over whether Ronald Reagan could be pressured to impose economic sanctions on the apartheid government of South Africa. Then-Congressman Dick Cheney voted in 1985 against a resolution that called for Mandela’s release from jail and commentators from George Will to William F. Buckley defended the white South African government and condemned Mandela and his African National Congress (ANC) as just a pawn of the Soviet Union.

After much debate the Congress in 1986 voted to do what the Reagan Administration wouldn’t and imposed economic sanctions on the apartheid government of South Africa. The president vetoed the legislation. Reagan, knowing he held a weak hand in the face of growing public outcry over the continued oppression of blacks in South Africa, pulled out all the stops in order to sustain his veto.

As the New York Times reported at the time, “Mr. Reagan made a major effort…to salvage his veto, and he called a number of Senators personally, arguing that he would appear weak and ineffective” in an upcoming summit meeting with Soviet leader Mikhail S. Gorbachev “if he were rebuffed by the Republican-controlled Senate on a major foreign policy question.”

The Senate eventually voted 78-21 to override Reagan’s veto of the sanctions legislation, but not before Sen. Jesse Helms, the North Carolina Republican, warned that “the thrust of this legislation is to bring about violent, revolutionary change, and after that, tyranny.” Helms and Mandela are now both dead and we know who was right.

For the record, the Northwest delegation in 1986 was entirely Republican. Oregon’s senators – Mark Hatfield and Bob Packwood – and Washington’s senators – Dan Evans and Slade Gorton voted for the sanctions against South Africa and to override Reagan’s veto. Idaho’s senators Steve Symms and Jim McClure voted with Jesse Helms.

The U.S. was actually quite late in adopting a policy of isolating South Africa in part because the country’s leaders spent so much of the post-war world viewing every event in every corner of the world through the narrow prism of the Cold War. The logic was simple and wrong: Soviets supplied backing to the African National Congress, Nelson Mandela was in jail for being a leader of the ANC, therefore it must logically follow that we had to oppose the ANC. But the larger lesson here is simply that time and again in the post-war world the United States misread, from Vietnam to South Africa and even on to Iraq, the nature of national struggles over self-determination.

Successive State Departments and CIA wise guys framed nearly every issue as a struggle pitting the democratic West versus the Evil Empire, when often, as Nelson Mandela showed us, the great twilight struggles of the last half of the 20th Century were typically about more basic and more enduring things – the right to vote, the right to self determination, the right to throw off colonial shackles, the right to make your own way, the right to be treated with dignity. We too often lacked the imagination that might have allowed us envision that a man imprisoned for 27 years might walk out of his prison cell, Gandhi or King-like, and embrace a type of political and racial reconciliation that would usher in a peaceful revolution the likes of which a Jesse Helms simply could not fathom.

For most of his too short life, we must recall, his own government spied on the revolutionary Dr. King, convinced he must be a Communist agent.

As the world – and almost every American politician – rushes to get right with Mandela, we would do well to remember at least two things. Mandela was not a saint, but rather a remarkably pragmatic politician and a damn good one too, and in many ways a much better politician than some of the Americans who for so long failed to understand his motivations and talents.

The second is that Mandela was a revolutionary; a revolutionary who, fortunately for his country and the world, made the transition from advocate of armed struggle to champion of constitutional democracy. For too long his movement and the man were seen in the United States through the foggy lens of what some call  American exceptionalism, the idea that our system and our approach is automatically superior to every other system or approach. This notion, that political legitimacy can only come about as the result of a fully baked western-style Jeffersonian democracy, has driven American foreign policy since at least Woodrow Wilson and has often left us blind to the real motivations of nationalist or anti-colonial movements from Vietnam to Soweto.

Part of the legacy of Mandela and us is that the United States has often been exceptionally wrong for too long about movements like the fight to end apartheid in South Africa and wrong about the people who lead those fights. So, by all means, celebrate the life of a man who now belongs to the ages and whose name fits in the same sentence with Gandhi and Dr. King, and while doing so remember that our own history as a nation traces its origins to a messy and bloody revolution and the vision and leadership of determined, political men whose real motive was freedom.

Old Debate, Same Outcome

The Idaho Legislature has devoted considerable time and money over the last few months to an analysis of how the state might take over the public lands in Idaho that have been owned since statehood (and before) by all of us – meaning all American citizens – and managed by the federal government.

Never mind that the effort would likely be declared unconstitutional or that the U.S. Congress would never permit such a wholesale transfer, the movement has once again gained some modest traction in the American West. This latest effort will doubtless fade, as earlier ones have time and again, when the reality of managing the land collides with the fear of having to sell much of it in order for a state to afford ownership.

As the Washington Post has reported Utah has been the most aggressive in pushing a state takeover. Utah’s governor signed legislation in 2012 demanding the federal government transfer title even though the state’s legislative counsel opined that the move had a very “high probability of being declared unconstitutional.”

Just because a federal land transfer is a fool’s errand doesn’t mean this is a new issue. Far from it. Some of us will remember the Nevada roots of the a similar effort in the 1980’s, dubbed “the Sagebrush Rebellion” when local officials in the Silver State worked themselves into high dudgeon over federal management of public lands. The movement rose like a rocket and eventually sank like a stone, but not before it had a full political run at the county and state levels all across the West.

When Ronald Reagan was elected in 1980 he promised to reflect the “values and goals” of the Sagebrush Rebellion, but the former California governor must have know, even if his inept Interior Secretary James Watt didn’t, there was no public appetite for selling off the public’s land or for allowing it to be exploited by a rape, ruin and run crowd of exploiters. Quite to the contrary, the public wanted in the 1980’s – and still wants today – a conservation and economic development balance that demonstrates respect for policies that both conserve and carefully utilize the public lands.

An internal 1980 Interior Department analysis of the Sagebrush Rebellion – “A Old Issue With A New Name” – pointed out that agitation over control, ownership and management of Western public land is as old as the nation itself. In other words, the political winds have blown back and forth on these issues, but always the policy course has tacked in the direction of maintaining the public’s land for the public’s benefit.

I want to quote from that 33 year old Interior analysis, because it still seems so relevant to the debate today in Idaho, Utah and elsewhere:

• In 1832 the Public Land Committee of the U.S. Senate claimed that state sovereignty was threatened by federal land ownership. The rest of Congress, however, maintained its discretionary authority to manage such land without limitation and rejected the complaint.

• In 1930 the Hoover Administration proposed to cede much of the public domain to the states. The recommendation was opposed by both an eastern Congressional majority and by Western states, who having already acquired the most productive land, wanted no responsibility for, as was said, the “waste lands” remaining.

• In the 1940’s Nevada Senator Pat McCarran conducted a series of “investigations” into the Grazing Service (one of Bureau of Land Management’s predecessors) and the Forest Service, both of whom were trying to bring livestock grazing under greater control on public land. In 1946 Senator Edward Robertson of Wyoming sponsored a bill to convey all unreserved and unappropriated lands to their respective states. The BLM was formed the same year.

• In 1956 Senator Russell Long of Louisiana proposed similar legislation.

None of the legislation went anywhere, but the political heat generated was substantial in every case.

The 1980 Interior document goes on to pin the genesis of the 80’s Sagebrush Rebellion on what it termed “the pinch of the Federal Land Policy and Management Act of 1976, the final comprehensive articulation of national policy on how the remaining unreserved lands would be managed. FLPMA, years in the making, reflected the public realization of the enormous national values held in trust in the public lands and called for those resources and values to be managed for all Americans under the principles of multiple use and sustained yield and on the basis of sound land planning.

“Stated simply, it became clear that consideration of all possible users made the sphere of influence of certain users, heretofore unchallenged, suddenly shrink.”

It has been argued by various advocates of state control over the West’s vast public lands that the states could manage the land more efficiently. The 1980 Interior analysis asked and answered a more important question.

“Fundamentally, the question isn’t whether the States can afford to manage the public lands. They could. They could increase taxes and sell some of the land, and in the case of the energy States bet against future revenues. That’s not the right question. The question is whether the Nation’s interests are best served by such management, and the answer is no.”

Some useful information has been generated by Idaho’s current effort, including a new Congressional Research Service report that estimates, on the conservative side, that the U.S. Forest Service, Bureau of Land Management and Fish and Wildlife Service spend upwards of $320 million annually managing your public lands in the state. The Idaho Department of Lands entire budget, including federal funds that the department administers, is something less than $20 million. The math, to say the least, doesn’t compute.

The Tea Party-type groups that have to a significant degree been driving the current debate must believe the transfer of lands issue is a political winner, but they may want to check that assumption. Before he was governor of Idaho, Butch Otter was the congressman who briefly advocated selling some public land in the West to offset Hurricane Katrina expenses. The future governor wisely backed off the idea when the political downside, including a potential loss of prized Idaho hunting ground, became a real liability.

From time-to-time and for far into the future we will hear of “a new Sagebrush Rebellion” sparked by some alleged misdeed by a federal agency or federal policy, yet the overall course of federal-state relations in the West is set and has been for a long, long time. Serving the broad public interest will no doubt remain the essential objective of public lands policy in the American West.

The land legislators talk about as “federal” is really “public” land, and one of the beauties of America unlike most of Europe, for example, is that the land really is owned by all of us. Even better for we westerners, American taxpayers in states with little or no public land – think Nebraska, Kansas or Iowa – subsidize the management of our public land, but we need to remember that those folks also share ownership.

We’ll continue to fight over public land management, that is the western way, but rather than continuing to argue over a land transfer that will never happen we might be better served to more constructively debate the details of land management policy, including fire, grazing, timber and mining policy, so that our kids and grand kids can be certain to benefit from the great legacy – the trust – that is embodied in the singularly American idea that all that precious land belongs to all of us.

America’s Great Problems

1028_retire-early-education-caps_397x278The verdict is in. I haven’t done any scientific analysis, but I’m confident of what I am about to assert – the American attention span is shorter than the time it takes for Auburn to score a touchdown after a missed Alabama field goal.

In other words – short. Very short.

For a few moments earlier this fall we were consumed by the news of a humanitarian crisis and chemical weapons use in Syria. Then the Obamacare website didn’t work. Then Iran seemed to be coming to the international table to negotiate over its nuclear weapons program and then China started issuing orders about disputed airspace in the Far East. Oh, yes, throw in a train wreck, a few tornadoes and an NFL lineman who is a bully. So much news and so much noise that much of the media and most policy makers seem to consistently miss the truly great issues confronting the nation.

Most of us continue to look – silly us – to our political leaders to help us understand what is really important, but people in elected office, even the smartest, most dedicated seem more victims than masters of the nation’s collective attention deficit disorder. We certainly don’t lack for controversy and crisis. We do lack a leadership that helps define a sense of national priorities. What might we agree on as a nation that would really make a difference?

Syria, Iran, China and inadequate health insurance websites are all legitimate problems to be sure, but they are truly dwarfed by two more fundamental issues that, at the risk of hyperbole, really threaten the nation’s long-term viability. For the most part political leadership is missing in action. The issues are growing income inequality and the profound challenges confronting the nation’s education system at every level. As if to render the issues even more complicated, we need to recognize that income inequality and educational attainment are actually two sides of the same coin.

A few statistics to put the great problems in sharper focus:

State-level funding for education at all levels, and particularly higher education, has been tumbling since the 1980’s and at the same time – if you’re putting kids through college you know this – tuition rates have spiked. In Idaho, in-state tuition is up by about 45 percent in less than a decade. There have been comparable increases in Oregon and Washington. Arizona led the nation with a 70 percent increase in the last five years, while the national average increase has been 27 percent. Little wonder there is a mounting crisis – $1.2 trillion worth – of college loan debt.

The American Council on Education, a respected advocacy group of college and university presidents, said in a recent report appropriately entitled A Race to the Bottom, “The 2011 funding effort [for higher education] was down by 40.2 percent compared with fiscal 1980. Extrapolating that trend, the national average state investment in higher education will reach zero in fiscal 2059. In other words, states are already 40 percent of the way to zero. At this rate of decline, it will take another 48 years to finish off the remaining state support for higher education.”

Another data point: The country’s standing in terms of the number of young people completing post-secondary education is in decline compared to much of the rest of the developing world. As the Washington Post reported in September, “Instead of gaining ground, the United States has fallen from 12th to 16th in the share of adults age 25 to 34 holding degrees, according to the report from the Organization for Economic Cooperation and Development. It trails global leaders South Korea, Canada and Japan and is mired in the middle of the pack among developed nations.”

The attainment rate for college graduates in the United States has actually crept up to 41 percent, but as the Post noted, “in South Korea, which has become the world leader, the rate has reached 63 percent. Canada and Japan rank second and third, respectively, with attainments of about 56 percent.”

In terms of college attainment the United States now trails Russia, Ireland, Norway, New Zealand, Australia, Denmark, Israel and Belgium — as well as Luxembourg, the United Kingdom, France and Sweden, all of whom passed the U.S. in the latest rankings.

No doubt you’ve heard that a college degree, more costly than ever, just isn’t worth all that much in terms of economic value. It’s just not true.

Eduardo Porter, a very well educated fellow, writes the Economic Scene column for the New York Times and recently wrote this: “On a pure dollars-and-cents basis, the doubters are wrong. Despite a weak job market for recent graduates, workers with a bachelor’s degree still earn almost twice as much as high school graduates. College might be more expensive than ever, but a degree is worth about $365,000 over a lifetime, after defraying all the direct and indirect costs of going to school. This is a higher payoff than in any other advanced nation, according to the Organization for Economic Cooperation and Development.”

Now let’s try to connect the dots of educational attainment and income inequality.

In September – you remember September, we were focused on shutting down the government, I think – the Census Bureau reported that 15 percent of Americans now live in poverty and a typical American family is making less on an annual basis in 2013 than it was in 1989. From about 1993 until about 2000, median household income was increasing steadily, but that upward trend ended and has, with the exception of brief uptick in 2007, been headed down…and down.

It is not terribly surprising that educational attainment is generally the worst in communities with the worst economic conditions. One example from Las Vegas where, as the Review-Journal reported recently, “With rare exception, school ratings are higher district wide when the surrounding neighborhood has a higher median household income and more college-educated residents, regardless of whether parents have degrees.

“Schools do progressively worse when their neighborhoods have higher rates of high school-only educated residents, families falling below the poverty line, and minorities.” In other words, education equals better economic conditions.

To summarize: state-level support for education at all levels (but higher education particularly) has been plummeting, more Americans than ever are acquiring education beyond high school (in part because the recession sent many folks who were out of work back to school), but most of the rest of the developed world – our economic competitors – are getting more advanced education then we are, and more education is still the surest path to a better economic life, particularly when real family income in the United States is as flat as a pancake.

The progressive “think tank” Think Progress says this about the growing economic divide in America. “Income inequality has been growing since the 1970s, as the richest 20 percent of Americans saw their income grow much faster than the bottom 20 percent. But things have accelerated in the economic downturn. For the past three years, those at the top of the income ladder saw their incomes grow by 5 percent while everyone else’s income dropped. The top 10 percent of the country’s earners took home half of the income in 2012, the largest amount on record.

“And things at the bottom have been declining. The bottom 60 percent of earners have experienced a ‘lost decade’ of wage growth, seeing their compensation fall or stagnate. Many forces have contributed to this trend, but the growth of low-wage jobs that replace middle class work during the recovery has helped it along.”

It’s hard to escape the conclusion that more education for more Americans – college degrees, technical skills training, even an English degree – is the one sure path to a better standard of living and, I would argue, a stronger, more diverse economy. It is past time that our budget and policy priorities got in sync with this reality.

Turkeys…Everywhere

article-2251995-169CB38F000005DC-298_634x640Wouldn’t you know. I’m just about to get into full Thanksgiving mode and word breaks from England, where they don’t celebrate Thanksgiving, that my favorite celebrity chef – Nigella Lawson – is being accused of serial drug abuse. Cocaine, no less.

Nigella? Really?

Generally, I expect that the biggest news to break during this, my favorite holiday, is the by now completely-to-be-expected story of how some good ol’ boy down in say, Beaumont, Texas – Texas leads the nation in this you may not be surprised to know – has torched his car port when he plunked the still partially frozen Thanksgiving turkey in a pot of over hot oil. Boom.

I can hear the resulting conversation: “Boy, that sucker took off! Glad the Dodge wasn’t under the car port. Where’s Bubba?”

By the way, the Beaumont Fire Department held a training exercise this week to alert the Texas fryer brigade that hot oil, frozen turkeys and alcohol don’t mix. Throw in a little bad blood with a brother-in-law over the outcome of the Texas v. Texas A&M football game and we’re talking insurance claims. Almost makes me long for a seat at the Cheney family Thanksgiving.

But, seriously, I do love Thanksgiving. It is the most American of holidays and a holiday that has its origins in the right kind of thinking – giving thanks. I’ve also long thought that Thanksgiving was doggedly resisting becoming just another excuse to troop to the mall and rack up credit card debt, but I can apparently give up on being thankful for that.  The morning paper carries a K-Mart ad announcing that the store will be open at 5:00 am Thanksgiving day. Macy’s, WalMart and many other big box merchants have joined K-Mart in unceremoniously dumping the once sacred tradition of being closed on one day of the year where Americans really ought to stay home and enjoy each others, or at least conspire together not to burn down the car port.

I understand the nature of capitalism, just as Pope Francis does, and that the period from Thanksgiving to Christmas Eve is a critical period for many retailers to make it or break it for the year, but 5:00 am on Thanksgiving? Will Thanksgiving now become just another shopping crazed day on the over indulgent road to the post-Christmas sales? Will Denny’s next be offering a turkey dinner to go that you can eat from the comfort of your shopping cart at Best Buy?

I’m sure the Jesuit pope wasn’t thinking specifically of America’s over-indulgent consumer culture (or was he) when he wrote in his latest Apostolic Exhortation, “We have created a ‘disposable’ culture which is now spreading. It is no longer simply about exploitation and oppression, but something new. Exclusion ultimately has to do with what it means to be a part of the society in which we live; those excluded are no longer society’s underside or its fringes or its disenfranchised – they are no longer even a part of it. The excluded are not the ‘exploited’ but the outcast, the ‘leftovers.'”

Thanksgiving hold special memories for me – Mom’s deft touch with the turkey and gravy, my brother being home, a Detroit Lions game in the background, a special year when two college basketball players joined us for dinner and more recently friends, family, good cheer, too much pie and plenty of love with the leftovers. And, yes, I have a roasting pan overflowing with things to be thankful for this year.

Thanksgiving can’t possibly get better by making it the biggest shopping day of the year, but ultimately only we shoppers have the power to convince the big box guys that some things are too important to turn over to door busting specials. If we stay away, nap on the sofa, help mom with the dishes, play Scrabble with the nieces and nephews, watch an old movie or, heaven forbid, read a book, the guys at Shopko will conclude – it’s the nature of capitalism after all – that opening early on the day after Thanksgiving is still the way to go.

In the spirit of the season, by the way, I am officially suspending judgment on whether the British celeb chef Nigella was getting through what sounds like an awful ten year marriage to Charles Saatchi with the help of something a bit more exotic than turkey breast stuffed with Italian sausage and Marsala-steeped cranberries.

For her part Nigella says the drug abuse charge is nonsense and like all good celebrities she took to Twitter to thank her fans for standing by here. Many said they would bake something in a show of solidarity. That’s the spirit.

I’m standing by, too, and for two reasons. The drug charge is, after all, being made by an ex-husband who we last heard from with his hands around the chef’s throat and, after an exhaustive review of Nigella’s website, I didn’t find a single recipe for frying a turkey.

Happy Thanksgiving. Eat well, take a nap, go for a walk. There are other days to shop, really.

The Rhyme of Political History

ralph-crane-gov-robert-e-smylieThe last time an Idaho governor received a serious primary challenge he lost.

It was 1966 and three-term incumbent Republican Robert E. Smylie, pictured here dressed like he might have been trying out for The Sons of the Pioneers, seemed to be at the zenith of his political power – chairman of the National Governors Association, the senior governor in the nation and a serious player in national politics.

Time magazine took note of Smylie’s re-election announcement in April of 1966 by reporting, “In Idaho, Republican Governor Robert E. Smylie, 51, dean of the nation’s Governors and a 1968 vice-presidential hopeful, filed for a fourth four-year term, which if completed would make his the longest gubernatorial tenure in U.S. history (current record: 15 years, set by Maryland’s Albert C. Ritchie from 1920 through 1934). Smylie, who led the 1965 fight to dump Goldwaterite Dean Burch as G.O.P. national chairman, will campaign on his ‘New Day’ programs of increased state outlays for health, welfare and education financed by a 3% sales tax.”

Time confidently predicted Smylie was “assured” of winning the GOP nomination. He wasn’t. The future vice-presidential hopeful lost his party’s nomination to a little-known state senator from Bonner County named Don Samuelson. That election had dramatic consequences for Idaho’s political history.

“When the primary returns were tabulated,” University of Idaho political scientists Syd Duncombe and Boyd Martin wrote in a post-election analysis, “Samuelson carried all but seven of Idaho’s forty-four counties to defeat Smylie 52,891 to 33,753. One columnist [the Lewiston Morning Tribune’s Robert Myers] attributed Smylie’s defeat to his long term of office, his support of the sales tax, and opposition from Goldwater Republicans stemming from his role in the replacement of Dean Burch.”

Following Arizona Republican Sen. Barry Goldwater’s disastrous 1964 presidential lost to Lyndon Johnson – NBC’s Chet Huntley called Goldwater supporters “classic Republicans, segregationists, Johnsonphobes, desperate conservatives, and radical nuts…the coalition of the discontent” – the moderate wing of the GOP, shoved aside by Goldwater’s hard right followers, set out to reclaim the national party and Bob Smylie helped lead the moderate charge.

One major target of Smylie and the GOP moderates was Tucson, Arizona lawyer Dean Burch, a friend of Goldwater’s who the candidate had installed as chairman of the national Republican party. Burch helped turn the party hard to the right, as Rick Perlstein documents in his fascinating book on Goldwater called Before the Storm. When Ku Klux Klan leaders in Georgia and Alabama, for example, endorsed Goldwater in 1964 Burch refused to disavow their support and said only “we’re not in the in business of discouraging voters.”

Smylie’s Moderate National Role

In January of 1965, after Goldwater’s landslide loss to Johnson, Smylie made national news when he said, as the Associated Press reported, “the time is past when Dean Burch can do anything to save his job as national chairman of the Republican party.” Conservative commentators took to identifying Smylie as a leader of the “Rockefeller wing” of the national party with one writing that the Idaho governor was utilizing “meat axe” tactics to push Burch out as national chairman. Eventually Burch, who went on to serve as chairman of the Federal Communications Commission and a top aide to Richard Nixon and Gerald Ford, resigned the GOP chairmanship and was replaced by Ohio pol Ray Bliss, a choice acceptable to party moderates like Smylie.

In the mid-1960’s the national Republican party was badly divided, much as it is today, between an insurgent wing loyal to Goldwater’s brand of unflinching conservatism and a moderate wing where political operators, like Ray Bliss, preached the politics of expansion. Bliss, for example, once said his only concern as party chairman was winning elections.

The Goldwater partisans were, in many ways, an earlier version of today’s Tea Party adherents and in Idaho they effectively took over the state party. Bob Smylie found himself swept along in these roiling waters with a growing national profile as a moderate who at the same time had to appeal to an increasingly conservative Idaho GOP. It was a difficult, maybe impossible task, since Smylie stimulated bitter hostility from much of the party base, including a young woman named Gwen Barnett.

Idaho’s Republican national committeewoman, Barnett was the youngest member of the national committee and she made it her cause to defeat Smylie. As long-time Idaho political observer Marty Peterson wrote a while back, “Barnett had become a close ally of the Goldwater forces. Her friend Dean Burch, a former member of the Goldwater Senate staff, had been elected Republican national chairman. She was also close to such rising conservative stars as John Tower, who had become the first Republican elected to the senate from Texas since Reconstruction.” Barnett recruited Samuelson to run against Smylie, helped round up the money and saw to it that insurgent Idaho Republicans united behind the challenger. The resulting and stunning defeat of the moderate Smylie made 1966 one of the most significant years in Idaho political history.

Looking back on this near ancient political history it is now easy to see that Smylie, a governor who deserves to be well remembered for creating a state park system and establishing a balanced tax system, committed a cardinal political sin – he lost touch with his base. Undoubtedly this supremely self-confident man was overconfident.

Generally speaking there is little payoff in Idaho for being well regarded on the pages of Time or being chummy with the very liberal then-governor of New York Nelson Rockefeller. You can Google Robert E. Smylie today and find a photo of him at the Boise airport in 1959 welcoming his buddy Rockefeller to town and another picture of Smylie in 1961 at a national governors’ gathering wearing shorts, his shirt unbuttoned to the naval and at the helm of what appears to be a very large yacht. Not exactly typical Idaho political images today or in the 1960’s.

The Rhyme of Political History

Fast forward to 2013 and the news last weekend that a relatively unknown state senator, Russ Fulcher of Meridian, will challenge two-term incumbent Butch Otter for the Republican nomination for governor in 2014.

As Mark Twain is famously reported to have said, “history doesn’t repeat itself, but it does rhyme.”

It would be easy to overstate the parallels between 1966 and 2014, but you would also have to have political blinders in place not to recognize some of the striking similarities about the two races separated by nearly 50 years. The first would be Gov. Otter’s “long term of office” – four years in the state legislature, 14 years as Lt. Governor, six years in Congress and going on eight years as governor. It is often true in politics that as the years accumulate so do the enemies.

Another parallel: Otter’s opponent comes to the race from a perch in the state senate where by all accounts he has assembled a very conservative voting record not unlike Samuelson all those years ago. And like the man who beat Bob Smylie, Fulcher is making a straight forward play for support from the insurgent/populist wing of his party.

With Idaho Democrats still mostly an after thought in the state’s politics, the Idaho GOP has in effect become two or maybe more parties divided into various factions. There seems little doubt the anti-establishment, populist oriented Tea Party wing (and its many variations) has been on the rise since at least 2008 when insurgents pushed out a state party chairman who had the support of Otter and many of the party’s traditional movers and shakers. Many of those same insurgents, over the objections of Otter and other leaders of the party, then successfully battled to close the state’s GOP primary, in essence forcing party registration on Idaho, a move which seems certain to ensure that the most motivated and perhaps the most disenchanted Republican voters dominate next May’s primary election.

Ironically, the battle for the heart and soul of the Idaho GOP, tends to pit more traditional business-oriented, Chamber of Commerce Republicans against the same brand of populists who fueled Barry Goldwater’s rise in the early 1960’s. Generally speaking many of these voters are the most skeptical of government, dismissive of “elites” of any type and disdainful of long tenure in office. All of which makes you wonder if Gov. Otter’s forthcoming campaign event in Coeur d’Alene, featuring the great moderate hope of the national GOP New Jersey Gov. Chris Christie, will serve to reinforce the image that the insurgents are fighting the establishment. Christie recently won a landslide re-election in New Jersey by appealing to Democrats and independents with the kind of campaign Ray Bliss would have loved, but that many in the Tea Party find off putting.

One final parallel. Don Samuelson had a compelling issue in 1966 against the incumbent. Smylie’s championing of the sales tax – first put in place in the 1930’s then repealed by voters before being resurrected in 1966 – was at the heart of the entire campaign that year. Ironically Idahoans endorsed the tax at the ballot box in November of 1966 even as Samuelson, who had voted against the measure in the legislature, was winning a four-way general election race with barely 41% of the vote. The pro-tax vote in 1966 was 61%. Samuelson simply sliced the electorate just finally enough to grab the votes of the anti-tax crowd, and that block and a few more votes were enough to give him a win.

[It’s worth noting that both Idaho parties originally nominated anti-sales tax candidates for governor in 1966 even as voters were warming to adopting the tax at the ballot box.]

Fulcher’s issue is, of course, Otter’s advocacy of development of a state-managed health care exchange, which he equates to Otter supporting “Obamacare.” Never mind that Otter sued the federal government and lost over the extremely controversial health insurance reform law before concluding that the state would be better off developing its own exchange rather than relying on the federal government.

Obamacare, not unlike rank and file GOP resentment of Smylie’s moderate leadership role in national politics and his support for establishing a sales tax in the 1960’s, could become a powerful cause for many GOP primary voters, and in politics a powerful cause that juices up the base can, as long-time Idaho analyst Randy Staplius recently observed, be even more important than the profile of the candidate.

The politics of Idaho just became a lot more interesting and, while it should be said emphatically that Butch Otter has many, many significant advantages as he goes for a third term as governor – a solid conservative record, a winning personality, a polished retail approach to politics, lots of money, and the advantages of incumbency – once in a while history does rhyme.

The Wonderful Unpredictability of Politics

Political scientists Duncombe and Martin presciently noted in their 1966 election analysis that, while Idaho Republicans had won big at the ballot box that year – electing Len Jordan to a full term in the U.S. Senate, winning both of the state’s congressional seats, picking up seats in the legislature and, of course, retaining the governorship – the party came out of the Smylie-Samuelson experience badly divided. Such “rifts would need to be healed” they pointed out if the party were to consolidate its gains in 1968 and beyond. What actually happened show that the riffs weren’t so well healed.

In 1968 Democrat Frank Church won re-election to the U.S. Senate and just two years later, in 1970, Democrat Cecil D. Andrus, who had cut his political teeth on primary and general election campaigns during the dramatically unpredictable year of 1966, won the governorship over Samuelson who proved to be a better giant killer than a governor.

Andrus has often said when folks joke about Samuelson’s ineptitude as governor, “Don’t say anything bad about Don Samuelson. If there hadn’t been a Don Samuelson there never would have been a Cecil Andrus.”

That 1970 election began 24 straight years of Democratic control of the Idaho governorship, a political phenomenon that seemed unimaginable four decades ago, but that happened in no small part because of the turmoil fostered by the primary defeat of an Idaho governor who seemed unbeatable until he wasn’t.

First Draft

wicker_s160x162My closest personal connection to the events of this day 50 years ago were the few hours I spent more than 30 years ago with the reporter who literally wrote the first draft of history.

Tom Wicker was a southern liberal, born and educated in North Carolina and passionate about civil rights and civil liberties. He also early on developed the ability to write eloquent, piercing, streamlined prose and he just happened to be assigned to the Kennedy motorcade in Dallas on November 22, 1963. Wicker was 37 that day, a hardworking, but little known backbencher in the New York Times Washington bureau. It fell to him to write a story about an event that is still making news.

Wicker called the copy desk at the Times from a downtown Dallas pay phone – some of you may remember pay phones – and dictated his most famous story from notes scribbled on a copy of the official White House schedule for that fateful Friday. Every reporter wonders if they’ll be up to the task of describing a tragedy and a few find out. His voice breaking with emotion, Wicker dictated his lead:

Dallas, Nov. 22–President John Fitzgerald Kennedy was shot and killed by an assassin today.

Only twelve words in the first paragraph of Wicker’s story. In fact four of the first five graphs of Wicker’s story was but a sentence long. Here they are:

He died of a wound in the brain caused by a rifle bullet that was fired at him as he was riding through downtown Dallas in a motorcade.

Vice President Lyndon Baines Johnson, who was riding in the third car behind Mr. Kennedy’s, was sworn in as the 36th President of the United States 99 minutes after Mr. Kennedy’s death.

Mr. Johnson is 55 years old; Mr. Kennedy was 46.

Shortly after the assassination, Lee H. Oswald, who once defected to the Soviet Union and who has been active in the Fair Play for Cuba Committee, was arrested by the Dallas police. Tonight he was accused of the killing.

In those five, sparse paragraphs you really have the complete essence of what we remember from Dallas half a century ago. No word is out of place or unnecessary. With so much drama and tragedy and with so little time it would have been easy to overwrite, but Wicker didn’t succumb. That first draft of history from Dallas is simply a first-class piece of reporting created under the most awful and demanding circumstances.

Tom Wicker went on to become one of the most respected and important journalists of the post-war period. He covered presidents, and held them to a high standard, from Kennedy to Carter, wrote 20 books, went inside the prison at Attica, New York during a riot that eventually claimed 39 lives, and made Nixon’s “enemies list.” He never had a bigger story than his story 50 years ago today.

Wicker came to Idaho in the late 1970’s as a guest of the Idaho Press Club. I was an officer in the organization all those years ago, had a drink with him, talked shop, had him sign a couple of books and was too shy – or maybe too naive – to ask him about the Dallas story. Only later did I realize what a masterpiece he crafted on that awful day. With all we know about that day, with all the pictures and books, the conspiracy theories and the what-might-have-beens, Tom Wicker’s first draft remains hauntingly moving and overflowing with sadness. It is a timeless piece of writerly craftsmanship.

Wicker brilliantly chose to end his Dallas story with four paragraphs devoted to the speech John Kennedy was to have delivered, but never did on November 22:

The speech Mr. Kennedy never delivered at the Merchandise Mart luncheon contained a passage commenting on a recent preoccupation of his, and a subject of much interest in this city, where right-wing conservatism is the rule rather than the exception.

Voices are being heard in the land, he said, “voices preaching doctrines wholly unrelated to reality, wholly unsuited to the sixties, doctrines which apparently assume that words will suffice without weapons, that vituperation is as good as victory and that peace is a sign of weakness.”

The speech went on: “At a time when the national debt is steadily being reduced in terms of its burden on our economy, they see that debt as the greatest threat to our security. At a time when we are steadily reducing the number of Federal employees serving every thousand citizens, they fear those supposed hordes of civil servants far more than the actual hordes of opposing armies.

“We cannot expect that everyone, to use the phrase of a decade ago, will ‘talk sense to the American people.’ But we can hope that fewer people will listen to nonsense. And the notion that this nation is headed for defeat through deficit, or that strength is but a matter of slogans, is nothing but just plain nonsense.”

A Plane as a Budget Lesson

CENTAF Airpower summary for Jan. 22While the computer woes of the Affordable Care Act (Obamacare) continue to dominate all minds inside the Beltway it is easy to forget that we are just weeks downstream from the 16 day government shutdown and more weeks away from another more-likely-than-not clash over spending and debt that leads us to who knows what.

Washington Sen. Patty Murray and Wisconsin Rep. Paul Ryan, the chairs of the Congressional budget committees, continue talking in an effort to craft a federal budget deal that will soften the impact of the so called “sequestration” cuts; the cuts that have dented, without much thought or precision, virtually every budget from the Pentagon to the Centers for Disease Control.

As Politico notes “it is still entirely likely that the talks could fall apart, leading to yet another bitter partisan impasse, something that once again seemed possible after Senate Minority Leader Mitch McConnell addressed the spending issue at a closed-door House GOP Conference on Tuesday. And any deal would be small in comparison to the $17.1 trillion national debt, potentially with proposals to replace one year of sequestration cuts — worth $110 billion — or something smaller, with more targeted cuts.”

Enter the Air Force A-10 Thunderbolt attack aircraft as a perfect object lesson of why controlling federal spending is so difficult – maybe even impossible. Earlier this year the Air Force served notice it was looking at a potential phase out of the A-10, a single-purpose aircraft that has, by most accounts, proved its utility as a weapon to support ground troops in Iraq and Afghanistan. The plane was originally envisioned in the 1970’s as a “tank killer” when U.S. war planners were still worried about Soviet military designs on Europe. The A-10, long a staple of Air National Guard units in at least nine state – including Idaho – could, the Air Force says, be replaced by a new generation multi-purpose aircraft, the F-35A.

In a nutshell, Air Force brass say the demands of sequestration, budgeting by across-the-board cuts imposed by a Congress unable or unwilling to make hard decisions about priorities, leaves them scrambling to make billions in spending cuts over the next ten years. Given the development of a new multi-purpose aircraft, which just happens to be the most expensive weapons system ever invented, maybe, just maybe the A-10’s days are numbered.

Air National Guard director Lt. Gen. Stanley Clarke III, himself once a pilot of the plane known as The Warthog, recently said the Air Force was “looking at reducing single mission aircraft” and under the sequestration process “we’re not getting any more money.”

The Air Force, Clarke said, “has to have a fifth generation force out there” of stealthy, fast and maneuverable aircraft, and the low and slow A-10 just didn’t fit in.

But wait a just a gosh darn minute says a bi-partisan group in Congress most of whom would happily call themselves deficit hawks. Missouri’s two Senators, a Democrat and Republican, Idaho’s Mike Crapo and New Hampshire’s Kelly Ayotte have taken the lead, along with legislators from, among other places, Arkansas, Georgia and Arizona, in telling Defense Secretary Chuck Hagel to take it easy on the A-10.

“We write to express our deep concern regarding the Air Force’s plan to divest the A-10 Thunderbolt II,” the letter says before touching on the obvious. “We appreciate that the Air Force confronts significant budget pressure and uncertainty that require difficult decisions.” They might well have added, just don’t make decisions we disagree with.

The late Tip O’Neill famously said “all politics is local” and that is doubly true of A-10 Air Force politics. It is no coincidence that National Guard units in Idaho, Missouri, Arizona, Georgia and Arkansas fly the A-10 and basing those aircraft in a state means millions to the local economy. Sen. Ayotte apparently has her own local political consideration. Her husband once flew an A-10. A front page column in today’s Arizona Daily Star in Tucson takes the state’s two Republican Senators – John McCain and Jeff Flake – to task for staying out, at least so far, of the fray over the future of the A-10. The piece speculates that McCain and Flake are really holding out for the new generation F-35 aircraft to be based at Phoenix’s Luke Air Force Base and are willing to sacrifice the current A-10 mission at Davis-Monthan Air Force Base at Tucson in order to make nice to the Air Force.

All of this could easily be written off to typical home state support for an air force base and mission if so much money weren’t involved. Congress, after all, and both parties are responsible, has created a budget environment where rationale decision making based on national priorities long ago ceased to exist. Just for the record Bloomberg reports that the Pentagon’s “projected price tag of $391.2 billion for a fleet of 2,443 [F-35] aircraft is a 68 percent increase from the projection in 2001, as measured in current dollars. The number of aircraft also is 409 fewer than called for in the original program.” That is generally referred to as less for more budgeting.

Air Force and Pentagon brass, who knew how to play old Washington budget game of spreading around the missions and the weapons production, have now been left with a series of bad options and have not surprisingly concluded that they apparently can’t really have it all – a new, ultra-expensive aircraft that is costing billions more than expected and the continuation of an old, tried-and-true warhorse.

Since we’re talking tradeoffs: the average $29 a month food stamp cut now being absorbed by 47 million Americans is projected to save $39 billion over the next decade and has been justified by its proponents as a necessary step that closes “loopholes, ensures work requirements, and puts us on a fiscally responsible path.”

Of course many of the same legislators who are telling the Air Force not to be in a rush to phase out the old A-10 until it can demonstrate that the new F-35 has proven that it is worth every nickel of the $391 billion and climbing we are spending on it would be the first to make a sober speech about the necessity of bringing the federal budget under control, including doing something about awful runaway spending on food for some of the poorest Americans.

Rarely are the dilemmas of a completely broken Washington, where budgets that often lack any strategic purpose are regularly made on the fly and by the seat of the pants, better illustrated than in the current fight over an old, slow airplane. Oh, yes, we might also note that with a U.S. combat role ended in Iraq and coming to an end in Afghanistan the U.S. still continues to spend more on its military – a cool $668 billion last year – than all of Asia, Europe and Russia combined.

I’m still waiting for the speech that explains how that level of military spending puts the country on a fiscally responsible path.

For the People

lincoln_abrahamOne reason, I think, so much has been made of the 50th anniversary of John Kennedy’s murder in Dallas, Texas on November 22, 1963 is the pervasive sense of political longing for a time when, whether true or not, it seemed almost anything was possible.

Put a man on the moon in the decade of the 1960’s and return him safely to Earth – no problem. Create a Peace Corps and send idealistic young Americans to the world’s poorest nations to deal with hunger, disease and ignorance – done. Reach real arms control agreements that dramatically reduce the threat of nuclear war – possible and likely.

University of Virginia political scientist Dr. Larry Sabato is correct, as his new book The Kennedy Half Century makes clear, that the martyred young president – his style, rhetoric and easy optimism – has had more impact on American politics since his death than anyone else in the last half century. Arguably Kennedy’s 1,000 days lacked enduring accomplishment. His deft handling of the Cuban missile crisis notwithstanding, there is little in JFK’s abbreviated first term to suggest real presidential greatness, yet many Americans regard him as the best president since Franklin Roosevelt. That cannot entirely be written off to the glamour of Camelot.

And before there was November 22, 1963 there was November 19, 1863 – Kennedy’s death and Abraham Lincoln’s great speech at Gettysburg separated by almost exactly 100 years, but at the same time the presidencies of the two great martyred chief executives united in a way by what seems to me a hunger for what we might call a politics of meaning.

A brilliant Washington Post essay by Harvard president and Civil War historian Drew Gilpin Faust recently asked if our government “by the people and for the people” is truly alive and well in the United States. Faust reminds us that Lincoln used his his taut, elegant and enduring speech 150 years ago tomorrow to call on his constituents to “persevere in the ‘unfinished work’ before them.”

Another fearful year and a half of war lay ahead, with yet again as many deaths to come,” Faust wrote. “But Appomattox would not end the work he envisioned. It was the obligations of freedom and nationhood as well as those of war that he urged upon his audience. Seizing the full meaning of liberty and equality still lay ahead.”

Lincoln knew that the awful war had to result in something better, something greater or else all the blood and treasure lost and never recovered would surely condemn the still youthful American experiment to failure. Lincoln used the rhetoric of his presidency, as John Kennedy did a century leter, to summon the country to something greater, something bigger than mere partisan politics.

Is There More than Partisanship…

There is no doubt that Kennedy was late to the struggle for civil rights for black Americans and only came fully to what he eventually termed “a moral issue” after the protests in Birmingham and elsewhere turned ugly and violence. In his now justly celebrated speech in June of 1963 where Kennedy called on Congress to pass civil rights legislation the young president made the issue bigger than partisanship or even politics.

“This is not a sectional issue,” Kennedy said. “Difficulties over segregation and discrimination exist in every city, in every State of the Union, producing in many cities a rising tide of discontent that threatens the public safety. Nor is this a partisan issue. In a time of domestic crisis men of good will and generosity should be able to unite regardless of party or politics…we are confronted primarily with a moral issue. It is as old as the Scriptures and as clear as the American Constitution.”

Near the end of his nationally televised civil rights speech Kennedy began remarkably to ad lib and in doing so his words became even more urgent, summoning images that still haunt America 50 years later.

“Today, there are Negros unemployed, two or three times as many compared to whites,” Kennedy said, “inadequate education, moving into the larger cities, unable to find work, young people particularly out of work without hope, denied equal rights, denied the opportunity to eat at a restaurant or a lunch counter or go to a movie theater, denied the right to a decent education, denied almost today the right to attend a State university even though qualified. It seems to me that these are matters which concern us all, not merely Presidents of Congressmen or Governors, but every citizen of the United States.”

As he had in his first speech as president, Kennedy was calling the country in 1963 to live out its potential and to not merely be content to act as though it were fulfilling its highest moral and legal obligations. Lincoln repeatedly did the same during the Civil War reminding Americans that in their country they did possess the “best hope” on Earth for a better way to live.

“These are responsibilities that belong to us still,” Drew Gilpin Faust wrote in the Post. “Yet on the 150th anniversary of Lincoln’s immortal speech, where is our stewardship of that legacy? After beginning a new fiscal year by shutting down the government, we are far from modeling to the world why our — or any — democracy should be viewed as the ‘best hope’ for humankind. The world sees in the United States the rapid growth of inequality; the erosion of educational opportunity and social mobility that ‘afford all an unfettered start, and a fair chance, in the race of life’; the weakening of voting rights hard-won over a century of post-Reconstruction struggle.”

The Politics of the Short-Term…

Where indeed is the high public purpose in the politics of either of today’s major political parties; parties that are almost entirely focused on short-term tactical approaches designed only to address the next election cycle. With President Obama hopelessly bogged down in health care problems largely of his own making and, so far in his second term, failing to call the country to sustained action of anything the not-s0-loyal minority counters by offering, well, nothing.

“What we have done so far this year clearly hasn’t worked,” a GOP aide involved in 2014 planning sessions for House Republicans recently told Politico. House Majority Leader Eric Cantor, the Republican aide said, “wants to take us in a new direction, which is good. The problem is we don’t know where we are headed, and we don’t know what we can sell to our members.”

We remember our martyred presidents not just because awful fate took them at the zenith of their power, poised on the cusp of leading us forward, but because they seemed able to give meaning to a greater cause, while urging a nation and its people to a higher calling.

Aspiration and a call to greatness are largely missing from public life today and therefore it is little wonder so many Americans long for leadership – the leadership of a Lincoln or a Kennedy – that is able to give real meaning to our politics; a kind of meaning where the “better angels of our nature” are summoned to do not for ourselves but for our country.

It’s Inevitable

1384466743000-AP-Gay-Marriage-HawaiiHawaii recently became the 15th state to legalize same sex marriage when Gov. Neil Abercrombie – that’s him on the left of the photo – signed legislation passed rather handily by the state legislature. On Thursday a state court judge in Hawaii upheld the new statute against an 11th hour effort to prevent it from going into effect. It is expected that the first same sex marriages in the nation’s 50th state will take place on December 2nd.

The remarkable political turn of fortune for the same sex marriage issue has been stunning, particularly when you consider that as recently as 2004 national Republicans advanced a policy agency that placed opposition to gay marriage at the center of many statewide races. Analysts differ on whether the issue helped propel George W. Bush to a close re-election victory that year, but it is not debatable that bans on gay marriage passed, and passed easily, in 11 states in 2004. It is also undeniable that less than 10 years ago Christian conservatives believed that state-level battles over same sex marriage where big time political winners. Tony Perkins, the head of the conservative Family Research Council, claimed after the 2004 election that gay marriage was “the hood ornament of the family values wagon” that delivered electoral success for Republicans.

How quickly all this has changed.

Just before the vote in Hawaii the Illinois legislature voted to move the state from recognizing same sex unions to fully legalizing gay marriage. By one count fully 35% of Americans now live in a state where gay marriage is legal. As the New York Times recently noted, “last fall, voters approved marriage measures in Maryland, Maine and Washington, and lawmakers in Delaware, Rhode Island and Minnesota passed laws this year. Gov. Chris Christie of New Jersey withdrew his efforts to block same-sex marriage, and weddings began in that state last month.”

Survey Says…

The movement in public opinion on the gay marriage issue has been nothing short of stunning. One recent poll – the Marquette Law School survey in Wisconsin – shows that even in an arguably swing state with a socially conservative Republican governor (and a lesbian U.S. Senator) the public tide has turned in support of same sex marriage. “Support for same-sex marriage has increased over the past 12 months in Wisconsin,” the Marquette survey reported “with 53 percent now supporting same-sex marriage, 24 percent favoring civil unions and 19 percent saying there should be no legal recognition for same-sex unions. This question was asked of 400 respondents and has a margin of error of +/-5.0 percentage points. In October 2012, 44 percent said they favored same-sex marriage, with 28 percent favoring civil unions and 23 percent opposed to any legal recognition.”

The respected Pew Research Center survey in June noted that the movement on same sex marriage “over the past decade is among the largest changes in opinion on any policy issue over this time period.”

Among the highlights in the Pew survey:

  • For the first time a majority of those surveyed – 51% – indicated support for same sex marriage.
  • These numbers seem to be driven by a simple but powerful fact. Nearly everyone in the country – 87% in the Pew survey – now acknowledge a gay or lesbian acquaintance or family member. Ten years ago only 61% said the same.
  • Support for same sex marriage is literally off the charts among young Americans. Now 66% of so called “millennials” – Americans born after 1981 – support same sex marriage. Ten years ago the support level in this group was ten percent less.

Even more striking is the view held by both supporters and opponents that gay marriage is simply inevitable. “The rising sense of inevitability is most notable among some of the groups that tend to be the least supportive of gay marriage itself,” according to a Pew survey in May. “The share of Republicans who see gay marriage as inevitable rose from 47% to 73% over the past nine years. The same pattern holds along religious lines: the share of white evangelical Protestants who see gay marriage as inevitable rose from 49% to 70%.”

A New Political Language…

Further evidence of the political shift underway is the type of rhetoric now employed by opponents of gay marriage. Gone is the mantra of pushing back against a sinister sounding “homosexual agenda” in favor of a “states’ rights” approach. “I support marriage between one man and one woman,” Texas Sen. Ted Cruz said recently “but I also think it’s a question for the states. Some states have made decisions one way on gay marriage; some states have made decisions the other way. And that’s the great thing about our Constitution, is different states can make decisions depending on the values of their citizens.”

Telling in terms of the national political map and how the issue might play in future national elections is the fact that the only region of the country where opposition to same sex marriage is now greater than support is in the deep south, an area some analysts contend is the only and shrinking base of the national GOP.

The states’ rights strategy driving opposition to same sex marriage, and effectively sanctioned by the U.S. Supreme Court, will likely remain the focus of coming political battles. Oregon, for example, is gearing up for a ballot measure in 2014, which many believe will pass.

Still the patchwork quilt of differing marriage laws seems sure to spawn a whole new level of controversy. Idaho, which has a Constitutional prohibition, is now facing a federal law suit challenging the same sex marriage ban approved by voters in 2006. The Idaho prohibition has also precipitated a dispute over how the state will treat same sex income tax filers who may be legally married in one state, but are unable in Idaho to share in the tax benefits that other married couples enjoy. These issues can only become more complicated as inevitably more states legalize same sex unions.

Conservative Washington Post columnist Jennifer Rubin recently seemed to suggest the handwriting of gay marriage inevitability is writ large on the political wall. Rubin quoted from a GOP strategy memo in a recent column to underscore the delicate nature of the issue for many opponents. “One poll-tested sound bite being suggested to candidates references the Golden Rule — to ‘treat others as we’d like to be treated, including gay, lesbian and transgender Americans.” The line, according to a memo from a GOP polling firm hired to guide the campaign, wins support from 89 percent of Republican voters.” Rubin added, and I agree, that it is heartening to know that the Golden Rule still polls well.

But here is the real political point for the future of the gay marriage issue in national politics. “In 2016,” Rubin writes, “we therefore can imagine that all GOP presidential candidates will have a similar position: They may be personally against gay marriage, but they will respect the decisions of states, although favor the definition be changed by popular as opposed to judicial action. There may be variation on that theme. It is one driven not necessarily by donors or pro-marriage advocates, but by political and cultural reality.” In other words the country really has changed dramatically and the change will only continue.

Perhaps the only real question left is to ponder which state(s) will hold out the longest against the trend of support for gay marriage that has been steadily moving in one direction for a decade.

 

John Kennedy, Johnson

Who Did It?

john-f-kennedy-portrait-photo-1You would have to be living in a cave (without an Internet connection) in order to miss the avalanche of books, television specials and other commemorations during the run up to the 50th anniversary of the murder of John F. Kennedy in Dallas in 1963.

Anyone alive then – I was ten years old – holds their own searing memories of that fateful Friday in November and the awful days that followed. Walter Cronkite’s announcement of the death on CBS, Kennedy’s casket arriving back in Washington, Lyndon Johnson on the tarmac asking for God’s help, the alleged lone gunman Lee Harvey Oswald shot and killed on live television, the riderless horse, the funeral, Jackie and the children and the eternal flame. The images replay as if they are impressed on a hard drive in the brain.

Still, as several news books explore, the question remains – who did it? And why 50 years later do so many Americans reject the unanimous findings of the Warren Commission that the inconsequential Oswald acted alone?

As University of Miami political scientists Joseph Uscinski and Joseph Parent, authors of a forthcoming book on the American infatuation with conspiracy theories, pointed out in a recent New York Times essay: “Conspiracy theories ignite when motive meets opportunity.  For reasons we mostly attribute to socialization, some individuals tend to see the world more through a conspiratorial lens than others.  We can think of this predisposition as a strong bias against powerful disliked actors that is not caused by partisanship, stupidity or psychopathology.  In fact, people disposed to see conspiracies are just as likely to be Democrats as Republicans, and appear just as likely to be lauded (e.g. Thomas Jefferson) as reviled (e.g. Joseph McCarthy).”

Still Uscinski and Parent note that Kennedy conspiracies are different, principally because so many people disbelieve the Warren Commission’s findings. “Polls find that between 60 and 80 percent of Americans reject the idea that Kennedy was killed by Lee Harvey Oswald acting alone,” they write. “In fact, more Americans believe that a shadowy conspiracy was behind a president’s death 50 years ago than know who Joe Biden is.  Why are Kennedy assassination conspiracy theories so popular?  The distinguishing feature of a successful conspiracy theory is power, and the Kennedy assassination has that in spades. The victim was an American president and the potential villains include actors of immense reach and influence.  There are so many accused conspirators that anyone, regardless of political affiliation, can find a detested powerful actor to blame. For those on the right there is Lyndon Johnson, Fidel Castro and the Soviet Union; for the left there is Lyndon Johnson, defense contractors  and the military. And this is only a partial list.”

On the far left is filmmaker Oliver Stone whose 1991 film JFK is truly the conspiracy film of all conspiracy films. Stone’s movie – a rich broth of conspiracy details for many and a messy jumble for the rest of us – focuses on New Orleans District Attorney Jim Garrison whose life’s work became his own investigation of the assassination. I listened to a recent interview with Stone and then read the transcript of that interview and couldn’t make sense of who he ultimately believes engaged in the vast conspiracy to assassinate an American president. Let’s just say, from his point of view, that “people high up in the government did it.” For his part Garrison thought right wing elements in the CIA were responsible.

Oliver Stone strikes me as right out of central casting as the chief proponent of a conspiracy – very articulate, with a wide command of facts, at least his facts, and the ability to tease out one little bit of information and weave it into a vast garment of unthinkable conspiracy. He is, of course, not alone. Just Google “JFK murder theories” and you’ll generate more than 700,000 hits.

Typically I can be as cynical as the next guy about much that any government is capable of doing, but I confess to having long ago concluded that the otherwise completely distinguished former Chief Justice of the United States Earl Warren, a future president of the United States Gerald Ford, a fine and respected Congressman Hale Boggs and two United States Senators – Richard Russell and John Sherman Cooper – both known for their independence, simply could not have cooked up a massive cover-up.

To be certain the Warren Commission acted quickly and left much to second guess, but the question of who killed JFK comes down, for me at least, to an Occam’s Razor calculation, the ancient theory that is sometimes boiled down to “the simplest explanation is usually correct.” Sir Isaac Newton said it a bit more eloquently: “We are to admit no more causes of natural things than such as are both true and sufficient to explain their appearances.”

Oswald had the weapon, the opportunity and the motive. All of that was well documented by the Warren Commission and others. Oswald also seems to fit well into the American gallery of losers who have historically perpetrated, or attempted, political murder. He is of a type with the outcasts and malcontents who killed Lincoln, Garfield and McKinley and tried to assassinate Teddy Roosevelt, FDR, Gerald Ford and Ronald Reagan. Given evidence of the means, the motive and the opportunity Perry Mason could close this case in one episode, but the real problem I suspect for many of us with John Kennedy’s murder is the issue highlighted by historian Robert Dallek in what is still the best and most definitive biography of JFK.

“The fact that none of the conspiracy theorists have been able to offer convincing evidence of their suspicions does not seem to trouble many people,” Dallek wrote in An Unfinished Life his 2003 biography of Kennedy. “The plausibility of a conspiracy is less important to them than the implausibility of someone as inconsequential as Oswald having the wherewithal to kill someone as consequential – as powerful and well guarded – as Kennedy. To accept that an act of random violence by an obscure malcontent could bring down a president of the United States is to acknowledge a chaotic, disorderly world that frightens most Americans. Believing that Oswald killed Kennedy is to concede, as New York Times columnist Anthony Lewis said, ‘that in this life there is often tragedy without reason.'”

The Kennedy tragedy is, of course, the senseless murder of a young and promising man in the prime of his life, a young man with big plans, but our collective tragedy is also the 50 years of what might have been. Given a second term would John Kennedy have become a great president and not merely a popular one? Would Vietnam, arms control, civil rights and a sense of national purpose been different had he lived? These are the imponderable questions we still ponder after half a century. In an odd way, given the imponderables, a conspiracy seems a more satisfying explanation for such a tragedy rather than placing blame for all the lost possibility at the feet of the little man who grandly told Dallas police he wasn’t just a Communist, but a Marxist. If John Kennedy had to die in such a way, so many of us seem to think, it must have been part of some grand and ugly plot and not the lonely, awful work of a loser like Lee Oswald.

“He didn’t even have the satisfaction of being killed for civil rights,” Jackie Kennedy said of her husband. “It had to be some silly little Communist.” In life there is often tragedy without reason. And 50 years on we still wonder.
