The Great Decline…

If you want to set off a spirited discussion at a family dinner or spark a debate around the office water cooler you need not go to the trouble of mentioning a Trump presidency, just mention Wells Fargo, one of the nation’s biggest banks.

The big bank’s apparent wide spread embrace of various scams to create two million phony accounts in order to secretly squeeze bucks out of its unsuspecting customers is just the most recent example of the financial industry’s disconnect from the most basic notion of ethical behavior. It is a scandal that perfectly illustrates the great decline in public confidence in American institutions.

Wells Fargo has taken a public relations beating as a result of the fiasco, but the former CEO still walked away with a $130 million dollar golden parachute even as 5,300 bank employees lost their jobs. The bank’s stock price has recovered nicely. Members of Congress are making noise while demanding more information from Wells Fargo about its response to what might safely be called fraud, but there seems little chance that any senior person at the bank will suffer much. Wells Fargo, like many of the big banks who contributed to the economic meltdown in 2008, will probably skate by paying a fine – de minimis likely compared to bank profits – but no individual is likely to get nailed for the flagrant misconduct.

Oh, by the way, only 27 percent of Americans according to a June Gallup survey have “a great deal” or “quite a lot” of confidence in banks.

You can set off other kind of outrage by mentioning the Catholic Church’s child abuse scandals that went on for years while various senior leaders of the Church did little or nothing to stop or hold accountable those guilty.  Even worse in a way was how some bishops covered the tracks of their own culpability. Catholics – I’m one – are particularly outraged because so little accountability has been doled out. Cardinal Bernard Law, the archbishop of Boston during the worst of the scandals, was publicly shamed but still trucked off to comfortable retirement in a cozy villa at the Vatican. Presumably the Cardinal’s judgment day will come in another more decisive form.

Only 41 percent of those surveyed by Gallup expressed confidence in churches or organized religion.

Pick any of a dozen or a hundred other scandals: the revolving door that spins the former congressman from lawmaker to lobbyist to multi-millionaire, or the EpiPen manufacturer accused of gouging those who need the lifesaving medicine, or the recent story that Sinclair Broadcasting – the largest owner of television stations in the country and therefor a massive owner of the public’s airwaves – gave favorable and disproportionate coverage to Donald Trump during the campaign.

I could go on, but I also suspect you can easily come up with your own list of outrages. It does all accumulate. The confidence numbers for health care institutions, for example, are south of 40 percent, the media confidence numbers are in the very low 20s and Congress, well, Congress is in used car salesman territory checking in at a robust nine percent on the public confidence scale.

The verdict is clearly in: America suffers a crisis of confidence in basic institutions and it has been going on and getting worse for some time. The Gallup survey six months ago reported that only the U.S. military and the police have public approval numbers above 50 percent. Other institutions, political and social, that one could easily argue have long been at the center of American life are held in such low esteem as to call into question the essential institutional framework of our democracy.

But, wait just a minute. Institutions by themselves did not create this crisis of confidence. Institutions don’t either have or lack credibility. Institutions depend on people and we’ve been failing our institutions through neglect, ignorance and hubris. We are experiencing a crisis of institutional confidence, at least in part, because we are accepting standards from those institutions that cannot possible instill confidence.

I think this reality may go some distance in explaining the next president of the United States. Donald J. Trump, the disrupter-in-chief, has merely accelerated the deterioration – or out and out destruction – of long established norms, which I would argue has contributed over a long period of time to this erosion of confidence in a whole host of American institutions.

There is a myth that American institutions, political or societal, are “sturdy” and “resilient” all by themselves. They are not. Survival of institutions, particularly in a political system like ours that features both defused power and built in rivalries, not to mention considerable opportunity for corruption, requires more than rules. It requires adherence to a broad collection of often-unwritten requirements – norms – that function to uphold tradition, while reflecting common sense and well-established time tested approaches.

It has been a norm for more than 40 years, for example, for presidential candidates to voluntarily release their income tax returns. It’s not the law, but rather a function of how we once expected candidates to behave in a vital democracy. The norm was to reinforce transparency and discourage self dealing by folks in high public office. Until this year it was normal for all of us to see and evaluate for ourselves those revealing documents.

Public confidence: Nine percent

But the president-elect will sail into office next month having violated that norm and the Senate Foreign Relations Committee seems on the verge of considering a multi-millionaire oil executive to become secretary of state without forcing more than a cursory review of his finances and potential conflicts of interest. An institutional framework is thereby weakened and a long-time precedent set aside. It will be hard to get it back.

There is no absolute requirement that the United States Senate consider a president’s nominee to the United States Supreme Court. They should. That would be normal, but Senate Republicans have exploited for months now all the possible wiggle room in the Constitution in order to deny even a hearing on the nomination of federal Court of Appeals  Judge Merrick Garland, a demonstrably qualified candidate.

They had the power to do it, so they did, while shamelessly arguing it was just business as usual. But don’t believe for a second that it is normal – or right. Stiffing a president – any president – on a Supreme Court nominee has now become the new normal.

American public schools, it is said over and over, are failing. But are they? There is wide discrepancy in performance from state-to-state or city-to-city, but the blanket indictment of “failing schools” often masks a fierce partisan battle over resources and governance. Meanwhile, not surprisingly, only 30 percent of American express “confidence” in public schools.

Republican legislators in North Carolina recently used a post-election special session to strip the incoming Democratic governor of many powers traditionally exercised in that state, including the power to appoint members of the governing board of the state’s university system. This was after North Carolina lawmakers aggressively suppressed or minimized minority voter participation in various ways. North Carolina legislators had the power to run roughshod over voters and political opponents so they did it, but it is not normal. It violates a basic sense of fair play and abuses the system’s unwritten rules about responsible political behavior. The situation in North Carolina is so far out of control that the academic and nonpartisan Electoral Integrity Project classifies the state as no longer “democratic.” North Carolina’s scores for how it handles elections and registers voters compares, shockingly, to Iran and Venezuela. Meanwhile protesters objecting to the power grab were arrested.

In the flush of Barack Obama’s presidential victory in 2008 many congressional Republicans vowed to make him a one-term president and then proceeded to oppose virtually every move he made. That is not how the system is supposed to work. Of course there will always be bitter and passionate partisan debates about all kinds of things. Its fine to favor your candidate over the other guy’s candidate, but not OK to obstruct. We only have one president at a time and the norms of American politics require for partisans to work for solutions to big problems like, for example, a shocking lack of health insurance among millions of Americans. Politics involves resolving or mitigating the differences. Compromise has been the norm. The kind of blind obstruction Obama has typically faced is simply not normal.

Nor is it normal for a president to regularly resort, as Obama has, to “executive action” to carry out a policy agenda. His excuse for doing so – that Republicans failed to function normally – is understandable, but still not normal and over time it will only become more corrosive to our concept of confidence in political institutions.

It is not normal for a president-elect to engage in foreign policy while he is waiting to assume the job. It’s not normal, as California Republican Representative Dana Rohrabacher has, to embrace as “terrific” the Russian hacking of American emails in order to permit a foreign power to meddle in a U.S. election in favor of its candidate.

There is absolutely no evidence of voter fraud in the country, widespread or otherwise, yet candidates and political leaders routinely call into question the validity of elections in order to score debating or partisan points. No wonder more and more people think the system is rigged.

Every politician without exception has a beef with the media. I’ve got my own beef – or a side of it. It is a story as old as the republic to dislike the scribing classes, but there has also long been an expectation that a free and vigorous press, even one occasionally wrong or unfair, is an absolutely essential check on corruption or improper exercise of power. When a politician rides to power in part by declaring reporters who expose his inconsistencies or question his logic “dishonest,” while never engaging in the substance of the reporting you get what we have – a decline in confidence in the media. As a result a bedrock institution of the American system is further diminished.

We have experienced a decline in respect for American institutions – and it’s about to get worse – in large part because we have allowed a deterioration in what I’ll call “standards of normal behavior.” Institutions fail to hold individuals personally accountable for outrageous or unethical behavior. Traditional political norms that offer no immediate political payoff are eagerly cast aside in favor of securing a short-term advantage. Opinions are shifted and shaped and passed off as facts in order to win a news cycle or a Twitter confrontation. It is not normal.

We tend to take for granted that American “institutions,” including all the institutions that buttress a free society, can weather any storm. We’ve muddled through for nearly 250 years, after all. But perhaps we’ve just been both lucky and good and continued muddling depends on both factors continuing to favor us.

Hoover Institution scholar Larry Diamond authored a persuasive and sober piece in The Atlantic back in October – before the election – in which he argued that we have rarely had reason to doubt American resilience – until now.

“Democracies fail,” Diamond wrote, “when people lose faith in them and elites abandon their norms for pure political advantage.”

Diamond recalled Sinclair Lewis’ classic novel – It Can’t Happen Here – published in 1935 just as Adolf Hitler had consolidated power in Germany and Huey Long promised to run for president. “For more than half a century, Americans have blithely assumed that democracy is so rooted in their norms and institutions that nothing like that could happen here,” Diamond said. “If Americans do not renew their commitment to democracy above all partisan differences, it can.”

The first step in stepping back from the edge is to insist – individually and collectively – that long-established traditions of accountability, transparency, fair play and commitment to country over partisanship are again treated with the respect they deserve and the future of the country demand.

We have entered a period where American institutions of every type will be challenged as much as any in modern time by a political class with less respect for norms, traditions and facts than any since perhaps 1860. The challenges come at precisely the moment when those institutions are weaker and less respected than they have ever been.

Not a happy thought for the New Year, but I think patriots will fight back against this reality. At least I hope so. It will be the defining struggle of the next four years and beyond. Each of us will decide how – or whether – to engage in the struggle. No institution will save us.

Grab the Pitchforks

If you are able to sit through a screening of Adam McKay’s outstanding new film The Big Short and not feel, as New York Times critic A.O. Scott says, like “going out to the garage to look for a pitchfork” in order to slay the villains, there is a good chance you are: 1) a partner at Goldman Sachs, 2) a Republican U.S. Senator who has been voting to dismantle the weak financial reforms put in place after the Great Recession, or 3) clueless.

The Big Short, a wildly inventive and superbly acted film that is both comedy and tragedy, joins Spotlight, a morality tale, also superbly acted, in exploring the corruption inherent in absolute power.

Both films show us again that Hollywood, the very essence of America’s unceasing appetite for excess, can – at least once in a while – bring about the self-reflection that is distressingly missing among those wrapped in privilege and pampered by power and money.

Recent History…Already Being Forgotten

McKay’s film, based on the bestselling book by Michael Lewis, focuses on the years immediately before the Great Economic Meltdown of 2008 when a handful of investment “outsiders” detected the inevitable bursting of the housing bubble that ultimately brought the U.S. and world economy to its knees. These outsiders, seeing the interconnecting disaster of sub-prime mortgages, mortgaged backed securities, CDO’s, credit default swaps and billions and billions of dollars, decided to beat the rigged “system” where big banks, credit rating agencies and government regulators quietly (and in some cases ignorantly) allowed massive financial fraud to occur.

These outside guys bet “short,” made billions off the fraudulent system and then watched in disbelief as the high rolling Wall Street banking crowd walked away from the wreckage almost entirely unscathed. Others, of course, were not so fortunate. As the film points out a cool $5 trillion dollars was lost when the housing market finally crashed and took with it pension funds, life savings, 401K investments, and the jobs, homes and futures of people who deserved much better.

In the dying days of the George W. Bush Administration the American taxpayer stepped in and bailed out the banks, with the notable exception of Lehman Brothers. The bankers then used vast amounts of the bailout funds to reward themselves with huge bonuses. As the Times reported in 2009, “At Goldman Sachs, for example, bonuses of more than $1 million went to 953 traders and bankers, and Morgan Stanley awarded seven-figure bonuses to 428 employees. Even at weaker banks like Citigroup and Bank of America, million-dollar awards were distributed to hundreds of workers.”

No harm, no foul, but in fact there were both. There has been virtually no prosecution of the clear fraud that occurred – only one relatively low level banker went to jail – while business quickly returned to normal in the canyons of finance in lower Manhattan. Oh, there were financial penalties for many of the guilty firms, but most were sufficiently small to qualify as “a cost of doing business,” even  when the business is built on fraud.

In one of the most chilling scenes in a movie full of startling scenes we look on as one of the “short sellers,” played perfectly by Steve Carell, is quizzing one of the big bank managers about who he really represents as he packages and repackages the mostly worthless mortgages – he knows they are worthless – that he then peddles to his unsuspecting investors.

“Who do you work for,” Carell’s character demands to know. The bank guy smiles and says, “the investors.” That is, of course, the very definition of fraud.

Given our startling short attention span it is probably not surprising that most of the political and economic elite – Bernie Sanders excepted – have moved on from these events of less than a decade ago. Wall Street is busy devising new, esoteric investment devices, many barely regulated and even more minimally understood. Meanwhile, as though it all never happened, Hillary Clinton – and every Republican who can – goes to Wall Street for campaign cash, while promising to be tough on the same people who write the checks. The recently passed federal budget deal included, thanks to lobbying by the financial industry, a provision blocking the Securities and Exchange Commission (SEC) “from taking action on a long-discussed rule requiring publicly owned companies to disclose their political giving.”

Surely They Have Committed a Terrible Crime

As stunning as the lack of fraud prosecutions is the easy return to the status quo for Wall Street. One voice in the wilderness has been U.S. Federal Judge Jed Rakoff who has courageously and indigently refused to sanction several settlement agreements struck by the SEC with the bankers who caused the big collapse. Rakoff has written and spoken widely on the tepid regulatory and prosecutorial response to the Great Meltdown and singlehandedly has shamed regulators into insisting that some banks pay higher fines. But, the judge remains dismayed – as viewers of The Big Short certain will – that individuals who clearly committed fraud are still spending their weekends in the Hamptons.

“You have to be careful,” Rakoff told The Nation in 2014. “It’s easy to descend to scapegoating here. But to this very day, it concerns me that too many people in positions of authority do not realize how, even now, there are so many people suffering as a result of this financial crisis. There are millions of people out there who have lost their jobs, have no prospect of getting any good job, have exhausted their resources and are living lives of destitution and hopelessness. If there are people to blame, surely they have committed a terrible crime.”

Indeed. Go see The Big Short and next time you encounter an elected official who could have done more back then and could still do more now ask them if they are ready to explain the next big crash; the economic turmoil that surely will tumble forth again from the greed and corruption that is so deeply embedded in our financial system.

Spotlight on Corruption in the Catholic Church 

The other great Hollywood study in power and corruption this season is the real life journalism drama Spotlight,the story of the Boston Globe’s investigations that exposed the extent of the clergy sex abuse scandal in the Boston Archdiocese. The film is exceptional on several levels. It is the best thing Hollywood has every produced showing how journalism really works, but it resists glorifying the scruffy reporters who miss stories right in front of them, descend into numerous rabbit holes, but still doggedly pursue corruption in high places, in this case all the way to the top – Cardinal Bernard Law.

Tom McCarthy’s movie has generated much Oscar buzz despite or perhaps because, as Rolling Stone critic Peter Travers noted,”there’s not an ounce of Hollywood bullshit in it. Our eyes and ears are the Spotlight team, played by exceptional actors who could not be better or more fully committed.”

At the heart of the church’s ugly and widespread scandal is the sobering fact that so many knew for so long what was happening and still did nothing. Lawyers, priests, bishops, well-heeled Catholics who enjoyed being on a first name basis with the Cardinal simply chose to look away. Few, very few, attempted to confront the power and influence of the Catholic Church, an institution as big in Boston as the Red Sox.

Ultimately, it took a Boston outsider, a Jewish editor in a Irish-Catholic town, Marty Baron, now the executive editor of the Washington Post, to zero in on the obvious issue: where does the real corruption come from? At one point Baron’s reporters are ready to publish a story on abuses by a few priests, but he says no. The story is bigger than just the individuals involved, he thinks. They need to go work some more. Ultimately, this is a story of institutional corruption that goes all the way to the top and the Spotlight team got the story.

A Failure of Accountability

Spotlight also draws into sharp focus the genuine threat to a democratic system from the continuing disappearance of the kind of investigative and accountability reporting that made the Globe’s critical stories possible. Critic David Sims correctly says by not cheerleading the journalist’s efforts, but “by quietly celebrating the work of The Globe’s reporters, McCarthy makes a far more consequential argument for the value of smart reporting and robust local newspapers.”

Still one wonders in the era of “click bait” journalism, shrinking newsrooms and a constant re-definition of news whether in the not-too-distant future big, powerful, corrupt institutions will have little if anything to fear from their local newspaper.

Not unlike the guilty in the financial meltdown featured in The Big Short, Bernard Law mostly walked away from his fraud, the 550 victims of abuse in the Boston archdiocese and the $85 million the church paid to settle abuse claims.

The retired Cardinal was forced to step down in Boston, but now lives comfortably in a modern apartment “in a very nice building,” near the Vatican in Rome. Reporters tried to talk to Law when Spotlight was released, but he was not available to answer questions. He, unlike the victims he failed, seems to have moved on. Law will have to wait for his ultimate accountability, as he must surely know.

Both these stellar films are classic tales of corruption, greed and the corrosive effects of money and power, but perhaps what they most share is the spotlight they turn on our culture’s frequent failure to hold those responsible in such egregious cases truly accountable.

Both these films stop short of preaching and seem instead to suggest that all of us have moral choices to make about the frauds and failures in a society that too often has trouble separating the important from the trivial. If we are content to shrug off the latest outrage then can we ever hope that politicians and church leaders, regulators and bond rating agencies will do a better job exercising their responsibility?

When fraud committing bankers are allowed to walk away from the financial wreckage they created, pockets bulging with seven figure bonuses and when one of the high priests of the Catholic Church seamlessly moves on from what may be the worst failure of accountability in the modern history of the institution one is left to wonder only one thing: how bad will it be next time?

The Lessons of Carter…

“I would like the last Guinea worm to die before I do.” – former President Jimmy Carter on his campaign to wipe out the parasitic disease that has historically afflicted millions in Africa.

It took Jimmy Carter’s brain cancer to show me what is so sorely missing from American politics – humility and class; lack of self-pity and abundance of humor.

Mention Carter at a dinner party or a ball game and you’ll almost certainly get some spirited conversation going. The comment will likely range from “the worst modern president” to “a smart guy just not up to the job” to the “best ex-president we’ve ever had” to “history will treat him pretty well.”

The news conference last week where Carter calmly, factually, stoically and with humor and grace discussed his cancer, its treatment and his long life was a sterling reminder for me of what a fundamentally decent and quintessential “American” man he is and has always been. Who in the current field attempting to grab the brass ring of the presidency has even a fraction of Carter’s self-awareness and humility?

When asked if he had any regrets, Carter said he wished he might have been smart enough to have sent another helicopter on the hostage rescue mission to Iran in 1979. Had that mission succeeded – a crash in the desert doomed the chance – Carter would have had his Bin Laden moment and might well have won re-election against Ronald Reagan in 1980. A less secure, less comfortable-in-their-own-skin public person would just have said in response to that question – “Regrets? I have no regrets…”

During the run-up to the remarkable election of 1976, I interviewed both Jimmy and Rosalyn Carter. Fresh out of college, I was working at a small radio station in eastern Iowa when Mrs. Carter came to town. In her own quiet and persistent way Rosalyn was pursuing the breakthrough “Iowa strategy” that allowed a little known Georgia governor to launch a successful presidential campaign. Carter was the first to understand that Iowa’s quirky caucus system could be a launching pad for a little-known candidate. I don’t remember what I asked the spouse of the candidate in the fall of 1975, but I do remember her poise and kindness. She had all day, or so it seemed, for a bumbling young radio reporter.

By early 1976, I had moved to television and to Idaho, and Carter made a stop in Boise while campaigning for votes in that state’s caucus. I distinctly remember elbowing into a hot, sticky and very crowded meeting room at the old Holiday Inn near the Boise airport to watch Carter meet the press. After answering the obligatory questions from the traveling press corps – I particularly remember a hectoring Sam Donaldson of ABC – Carter took time to do one-on-one interviews with we locals. I think I asked a probing question about whether the candidate thought he could win Idaho’s caucus vote and, of course, he said he could. He didn’t. Favorite son Senator Frank Church entered the race and won Idaho.

Still my memory of Carter all these years later – and of also of President Gerald Ford, who I also interviewed in 1976 – is that of a low-key, thoughtful, decent men in control of their egos and motivated, as we hope all candidates are, by the right reasons.

Carter’s quiet and controlled personality was once mocked by many who saw the Georgia peanut farmer as out-classed by the Georgetown set, but they had it wrong. Carter possessed real American values. He regularly taught Sunday school, – he still does – built homes for Habitat for Humanity and carried his own suit bag off Air Force One. The same quiet, understated, but effective approach has marked the work of the Carter Center in Atlanta, which has focused on health issues in Africa and the advancement of peace through democratic institutions around the world.

Carter’s post-presidential good work earned him a Nobel Prize and with nary a hint of scandal about money or purposes.

Carter’s after White House life stands in stark contrast to the activities of Bill and Hillary Clinton. Carter has let his good work speak for itself, while the Clinton’s work is subsumed amid the flaunting of their big money connections and holidays in the Hamptons. Humble it isn’t and Carter could teach them a thing or two if they where humble enough to listen.

Faced with one last and inevitably losing fight, Jimmy Carter has again struck a grace note, as his one-time speechwriter James Fallows has observed. “The 1970s are so dis-esteemed,” Fallows wrote in The Atlantic, “and Carter has been so vilified (in counterpoint to the elevation of Reagan), and the entire era is now so long in the past, that many people may wonder how Carter could have become president in the first place.”

The key to answering that question, Fallows said, and I agree, is contained in Carter’s approach to his own discussion of his perilous health and his exemplary life. If you haven’t seen the clip you should. This is the way real people talk minus the calculation and self-centeredness of political life.

The common narrative around Carter’s presidency is that he failed, but history, which rarely treats one-term presidents well, will record that the power of his will brought Israel and Egypt to peace at Camp David and his Baptist sense of right and wrong helped power the controversial decision to relinquish to the Panamanians the canal we once stole fair and square. Completion of the Alaska conservation legislation – during a lame duck session of Congress no less – will forever rank as one of the greatest conservation accomplishments by any administration. Carter’s focus on human rights in foreign affairs, again much mocked during his tenure, still demands, as it should, a central place in American policy.

But here is the real measure of Carter: his quiet, thoughtful approach to public life during his presidency and after is a genuine model for how to behave in the public arena. He would never have won a shouting match with a Christie or a name-calling contest with a Trump. Today we identify political leaders by their cult of secrecy and sense of entitlement, their self-absorption or that all-too-familiar strut of self-assurance without the burden of accomplishment. Carter was – and is – different.

America suffers a civility and humility deficit. It’s reflected in our politics and our popular culture. There is a coarseness, a meanness, an emptiness that sucks the air out of what is really important. The insufferable Ted Cruz, for example, a man with more self-regard than public accomplishment, waited hardly a day after Carter’s cancer announcement before taking to the stump to lambast the former president’s record. Nice touch.

Carter said he’s at ease with whatever comes, his faith intact, thankful for friends and for his vast and important experiences. We all reach this point eventually, staring our own mortality full in the face and most, I suspect, would hope to exhibit Jimmy Carter’s sense of peace about a life of purpose, meaning and service. 

For one, brief moment last week Jimmy Carter reminded us what a well-composed public life can look like. It’s not about bluster and bling, not about the nasty and fleeting. It is about decency, composure, respect, modesty and, yes, good humor. God knows we need some more of all that and a 90-year old man with brain cancer reminds us that he has done his part to try and help make all of us a little better. We should all be so lucky.

The Pope of Hope

CVC_TNY_12_23_13_no_date_580pxAn enduring image for me of the decidedly mixed year that is fast passing away is the whimsical cover illustration of a recent New Yorker magazine of the Jesuit Pope Francis spread eagled in the snow, six-year-old like, creating a snow angel. It seems a perfect image of hope in what has often seemed to be a year marked only by discord, strife and bitterness.

From the partisan breakdown in Washington politics, including the now distant memory of a pointless and costly shutdown of the federal government and the more recent abandonment of unemployment protections and reductions in food stamp benefits for millions of Americans, to the deadly and protracted civil wars in Syria and South Sudan and the near civil war in Iraq, from media fixation on the trivial ignorance of Duck Dynasty and Anthony Weiner to the incompetence of the Affordable Care Act roll out, only Pope Francis and Nelson Mandela seemed able this year to cut through the clutter and address something important.

In a superb profile in the same New Yorker with the Argentine snow angel on the cover, James Carroll offers a nuanced assessment of the still-new Bishop of Rome. Yet you come away from Carroll’s profile and the recent reporting of other Vatican watchers believing – even hoping – that this man is the radical that both his church and the world need. And the word radical is used not in its usual polarizing political context of right vs. left, but rather in the context of a moral and spiritual leader who recognizes the need for fundamental change both in tone and substance.

Carroll recounts that the Pope is “a large man with a ready smile” who preaches with fervor and with questions. “What kind of love do we bring to others? . . . Do we treat each other like brothers and sisters? Or do we judge one another?”

Elsewhere it is reported that President Obama sees the surprising Pope as an ally with like-minded notions about the need to shrink the gulf between the world’s rich and poor. However, what Francis has and Obama struggles to obtain may make the Pope a better mentor than a kindred soul. After two successive leaders of the Catholic Church who placed a premium on doctrinaire obedience by the church and its leaders to a our-way-or-the-highway view of social issues like gay rights, contraception and abortion, the new pope seems determined to reform the Catholic bureaucracy and turn the church’s message in a new and better direction with both his words and his deeds.

Symbols are important, as presidents from Lincoln to Reagan have taught us, and Pope Francis seems to instinctively grasp that truth. He has mostly abandoned the Popemobile for a small car, lives in a two room apartment rather than the Vatican penthouse, shuns the red loafers and ermine capes, and, yes, he kisses babies. He has attacked the bloated and corrupt Vatican bureaucracy like a born-again political reformer and dismissed some bishops and scolded others for forgetting – or ignoring – the Gospel of Jesus Christ.

“The spirit of careerism,” Francis warned a recent gathering of new bishops, “is a form of cancer.” And he possessed of enough self-awareness – an indispensable political attribute  – not to shield himself from criticism. “Since I am called to put into practice what I ask of others,” he wrote in recently, “I too must think about a conversion of the papacy.” That sounds a good deal like a radical with a plan laying the groundwork for a new direction.

One suspects that Francis also is a strategic enough political thinker to understand the value of surprise, the power of the unexpected gesture. As a 76-year old with only one lung Francis could easily have been a caretaker pope, but he’s been anything but so far. Rather he seems like a man in a hurry, at least in the context of a church that is defined by glacial change, who realizes he may not have much time to change things. So, with the surprise of his symbols and the courage of his convictions the pope, it seems to me, is executing on a grand strategy.

First he must change the focus of the church from a hectoring, secretive institution that has become comfortable with constantly saying “NO” to one that actually speaks of its real purpose, which is to serve the poor, seek justice, be inclusive even with non-believers, and advocate for peace. Once that moral authority is established and the bureaucracy is better under control he can move on to even more controversial issues.

One of the many remarkable things this new pope has done is to be gentle with the man he replaced. Under different circumstances and with a different leader having the previous Pope Benedict literally living above the store could have been awkward in the extreme. But Francis has done not only the kind and Christian thing, but the politically strategic thing by tending to his relationship with the uber doctrinaire ex-pope who once led the Congregation of the Doctrine of Faith, the Vatican office dedicated to keeping the church in line. On Dec. 23 Pope Francis visited his predecessor for prayers and lunch, just the kind of small but telling gesture that speaks volumes and resonates on television.

Pope Francis like Mandela, another great leader who was able to transcend his circumstances, are better politicians than most politicians. They understand that change – political and institutional change – come from a careful meld of arts both soft and firm. Leadership requires both moral authority and sense of purpose. It can mean quiet persuasion delivered with a smile as well as fierce determination to succeed coupled with the energy and drive to execute on a plan. Leadership also means outwitting your opponents and, a lesson Obama has yet to learn after five years in office, a willingness to cajole, flatter and co-opt. But it begins with moral authority.

Perhaps the president’s New Years Resolution should be to not merely quote the pope’s speeches, but adopt his political tactics.

Given what may become the long lame duck presidency of Barack Obama and given the dispiriting lack of genuine leaders elsewhere in the world – think of the thuggish Putin or any of the bureaucrats running western European nations – maybe, just maybe we have reason to hope at the end of this mostly hopeless year that God does work in mysterious ways.

When most we need a reminder of what one man can do on a journey from a jail cell to the Nobel Peace Prize we end 2013 reflecting on Mandela’s remarkable life. And when most we need to believe that someone can articulate with real moral authority the universal truths of compassion, respect, inclusion and peace we at last have a Pope of Hope.

The Power of Humility

The-Pope_2514251bMy reaction to the remarkable interview with Pope Francis that dominated the international news cycle last week was hardly unique. The New York Times’ Frank Bruni wrote Sunday about having the same feeling.

“It was the sweetness in his timbre, the meekness of his posture,” Bruni wrote that was truly remarkable. “It was the revelation that a man can wear the loftiest of miters without having his head swell to fit it, and can hold an office to which the term ‘infallible’ is often attached without forgetting his failings. In the interview, Francis called himself naïve, worried that he’d been rash in the past and made clear that the flock harbored as much wisdom as the shepherds. Instead of commanding people to follow him, he invited them to join him. And did so gently, in what felt like a whisper.”

As a general rule Pope’s don’t do interviews or if they do they speak in a certain Vatican code that is as difficult to decipher as a Ben Bernacke news conference. And when a pope speaks it is not typically in a whisper. Yet, the Argentine Jesuit who has been surprising the world since moving to Rome earlier this year sat for three different interview sessions and then gave the transcript the papal seal of approval by looking it over. In all his answers he spoke like a real person on everything from the Church’s fixation with abortion and gay marriage to his own taste in movies and art. Even before the blockbuster interview that appeared around the world in Jesuit journals Francis was shunning popely convention, as well as the royal trappings and red shoes of the Bishop of Rome, by living in a guest house and working the phones.

Remarkable. Also hugely important, not just for his message of inclusion and self-reflection, but for his style. His Holiness has provided a lesson to leaders – or alleged leaders – in our modern culture, whether they be in business, politics or entertainment on how to lead.

If you are an American Catholic who believes the Church has strayed from the Gospel message focused on works of charity and taking care of the poor and disaffected the Pope’s lengthy interview provides a welcome dose of hope. For those inclined to embrace the Church’s unfailing focus on abortion and gay marriage the Pope has no doubt created some heartburn in the pews. Even the doctrinaire Archbishop of New York had to admit that the big-minded Pope had created “a breath of fresh air.”

Reading the remarkable interview one come away with the impression of a man of faith who, like most of us, struggles with that faith. In how he wages that struggle is the essence of leadership in the modern age – humility, candor, humor, an appeal to reason and above all inclusion.

Contrast Pope Francis’ approach with the senseless bickering and daily preening of small-minded leaders in Washington, D.C. Oh but to possess the certainty of a Sen. Ted Cruz, a young man who has been in the Senate for weeks and has seen his head grow daily ever larger as he speaks as the oracle of the ages that he apparently believes himself to be. So full of their convictions and themselves are Cruz and his Tea Party acolytes that they threaten, bluster and filibuster the country to the edge of another fiscal cliff to unfund a law that both houses of Congress passed and the president signed – three and a half years ago.

In the depressing aftermath of another mass murder by guns, this time in the nation’s capitol, the NRA’s mouthpiece rails against the “broken” mental health system, but nowhere hints at even a tiny bit of humbleness that might acknowledge that the gun culture the NRA helped create might – just might – have something to do with the outrageous level of gun violence in America. In this ever-so-sure world there are never shades of grey only moral certainty articulated in a loud voice.

Or consider those members of Congress like Indiana Republican Marlin Stutzman who voted recently to throw several million poor Americans off food stamps in a move that the Congressman casually says “eliminates loopholes, ensures work requirements, and puts us on a fiscally responsible path.” Mr. Stutzman’s appeal to reason doesn’t look so good when you understand that he  took away $39 billion in food assistance with one hand, while cashing in on his own $200,000 farm subsidy with the other and he wasn’t alone. A “fiscally responsible path” obviously only leads to the other guys door.

I could go on, but you get the drift. Little wonder Americans have essentially given up on their political leaders handing the Congress a 20% approval rating, which is actually up a couple of points apparently because voters are embracing Congressional reluctance to rush into another war. Imagine that. Still compared to the enormous problems we face – from gun violence to failing schools, from climate change to a middling economy – the swelled heads who might actually try to tackle those problems seem so very small, so very petty and so very lacking in humility.

As Frank Bruni wrote of the Pope, “authority can come from a mix of sincerity and humility as much as from any blazing, blinding conviction, and that stature is a respect you earn, not a pedestal you grab. That’s a useful lesson in this grabby age of ours.”

Pope Francis, the Jesuit scholar who loves Mozart, Puccini and Fellini’s films, knows something most people in modern public life seem unwilling to learn. You lead not by having the best daily soundbite or finding the newest, most novel way to insult your opponent, but by walking in the other person’s shoes, understanding their motivations and fears and by appealing not to the crassness of partisan politics, but to the sweet reason that is the product of  facts and candor and trust.

“We must walk united with our differences: there is no other way to become one. This is the way of Jesus” says the pontiff from Buenos Aires. This still new Pope is doing something Washington, D.C. hasn’t done for a long time. He’s making sense.

The Church Endures

For those of us who seek to understand the enduring Catholic Church and all its modern challenges, it is best to take the long view and to remember that the church, a religious entity, is also fundamentally a political – small “p” political – institution. 

Any institution that has survived and thrived for two thousand years is, by the very nature of its longevity, conservative, traditional and resistant to change. The truly surprisingly news that Pope Benedict XVI is planning to resign next month is just the kind of nearly unprecedented event that happens so rarely in the long history of the Catholic Church.

The last pope to resign – Gregory XII – did so amid a “crisis” in the church that makes many of the problems and challenges that face Benedict’s modern church seem almost quaint. As the New York Times noted with regard to Gregory’s long ago resignation, “Three rival popes had been selected by separate factions of the church, and a group of bishops called the Council of Constance was trying to heal the schism. In an interview with Vatican Radio, Donald S. Prudlo, a papal historian at Jacksonville State University in Jacksonville, Ala., said Gregory XII had offered to resign so that the council could choose a new pope whom all factions would recognize. It took two years after Gregory XII’s departure to elect his successor, Martin V.” 

So say that the Catholic Church is in “crisis” is almost an oxymoron. The Church endures despite the crisis.

The world-wide media coverage of Benedict’s announcement has spawned a vast amount of speculation about a successor, stories about where the ex-Pope will live and, of course, competing takes on whether the resignation is proof the Church’s fundamental strength or proof of its enormous challenges. Truth be told the Church’s challenges – and there are plenty of challenges from the clergy sex abuse outrages to the role of women in the Church – nearly always take a back seat to its traditions. A transformative Pope comes along rarely. John XXIII was such a leader. The “reforms” ushered in by his combination of pastoral humbleness and the historic Second Vatican Council he convened have defined much about the modern Church and those reforms, as becomes the Church, are still both praised and lamented.

By contrast, given his substantial communication skills and while celebrating his substantial moral role in helping force the end of Communist influence in his native Poland, the much beloved John Paul II was more a consolidator of the Church’s traditional theology and skepticism of the modern world than any agent of change. Pope John Paul II made it certain that there would be a Pope Benedict. The princes of the Church who will now select the next Pope are fundamentally disciples of the two men who appointed all of them to their positions of leadership. Remember after all, nearly 100 years separated the Vatican Council in the 1860’s that put in place the doctrine of papal infallibility from John XXIII’s Council in the 1960’s that largely ended the Latin Mass. That Benedict, in the age of Twitter, surprised the world and the faithful by announcing his resignation in Latin proves how bound by history and tradition the modern church remains.

While many American Catholics yearn to see a modernizer in charge at the Vatican, a man who might lead a renewal that deals realistically with the abuse scandals, does more to bring women into Church leadership and more effectively employs the Catholic notions of works of mercy and charity to address the modern world’s challenges, the Church’s 2,000 year history holds little hope for anything like a quick transformation. The new Pope will be both a spiritual and a political leader and, in all faiths, spiritual leaders are constrained by tradition. Political leaders, most at least, are constrained by fear – change is risky and change is hard.

Popes come and popes go – more than 250 men have ruled the Catholic Church in its two millennia – but the Church as an institution endures and change comes to the institution about as frequently as a resignation of the Bishop of Rome.

Father Riffle

     It is no secret that my Catholic Church has suffered – continues to suffer – through an enormous leadership crisis. The Church’s child sexual abuse scandal remains an open wound largely because too many top leaders continue to treat it as a public relations problem rather than a profound moral failing of an entirely male dominated organization. And don’t get me started on the silly fight that the bishops of the Church have picked with the nuns, those saints on earth who in many many cases remain closer to the folks in the pews than any bishop.

All this makes the passing last week of Father Donald Riffle, a retired priest in the Diocese of Boise all the sadder. Father Riffle was there is no other way to put it, a remarkable fellow – pastoral, principled a man with a message and a wicked sense of humor who profoundly influenced so many folks fortunate enough to stumble into his path.

Riffle died January 3, 2013 while in Hawaii, a place I think he considered a bit of heaven on earth. Before his health began to slip he would joke about his regular pilgrimages to the land of sun and balmy breezes to play golf. For many years in an around his beloved golf he took good care of the faithful at Boise’s St. John’s Cathedral. Most Catholics considered Riffle’s homilies better – and his jokes spicier – than they had any right to expect from a Church that places a premium on doctrine often at the expense of a coherent message to its people. Riffle always had a message. I never saw him use a note, an index card or a script. He’d walk down from his chair at the appointed time, place his glasses gently on the alter and talk directly to me and to the several hundred folks who it often seemed came mostly to hear him preach. The guy was a remarkable communicator and one of the best speakers I have ever heard. After a Riffle homily, I’ve often thought that the Church should have set him up as a homily coach for young priests. Father Don was the best.

Father Riffle also had a remarkable facility for remembering names and after a service he would stand at the door shaking hands, hugging and calling everyone – everyone – by their first names. I remember when our oldest son was in grade school and would accompany us to Mass, Riffle would thank him for bringing the old folks to Church. He had a soft heart for Bishop Kelly High School and the Fighting Irish of Notre Dame. He was known to cut the Mass short if an important football game might conflict with an overly long service.

It’s worth a confession to admit that a major reason I converted to the Catholic faith many years ago is because of Don Riffle. He was skeptical at first that I was serious and I think always harbored a little doubt that a former Methodist could really make it. Yet his was a warm, but challenging kind of faith. The kind of faith that acknowledged that for most of us every day is a struggle but that you must keep trying.

Don Riffle also taught me an enduring lesson about the power of the Catholic bureaucracy. Over breakfast many, many years ago, I was lamenting how some now forgotten issue was being handle in the dim and mysterious recesses of that bureaucracy. He smiled and essentially said to forget about trying to change such worldly things in a mammoth and often out of touch organization. Your job, he said, was to attend to the little things we can impact like an envelope in the collection basket, a box of groceries for a family down on its luck at Thanksgiving and our own daily interaction with all the other souls we come across who are, like us, struggling quietly along. The Catholic Church, a mirror to the rest of our society perhaps, is a flawed and all too human institution. It disappoints as well as elevates but at its best it bestows upon the believers a sense that we were put here for reasons bigger and more important than ourselves. Don Riffle’s life as a priest gives us reason to believe that God can do wonders here on earth and Riffle would remind us to be open to the possibilities.

There is a golf game somewhere today where every drive ends in the fairway. All the birdie putts drop and the temperature never demands a sweater. Bets are being placed on the Irish-Alabama game and no one will lose. People are smiling and the libations are tasty. I haven’t a clue what heaven is like, but I’m confident the quality of the humor and the level of the conversation is a whole lot better there today.

Quit Digging

The Roman Catholic Church has violated the first rule of addressing a crisis – again.

That old and true rule: when you find yourself in a hole – quit digging.

I say this with love for my Church, but with a profound sadness about the inability of its leadership to understand how badly – and repeatedly – the now world wide sexual abuse scandal has hurt. Not to mention how inappropriate has been the response of Church leaders to a crisis that seems to grow more serious by the hour.

First, a long line of American Catholic Bishops failed to address the issues of abuse by priests dating back, in some cases, for decades. When the lawsuits began to unravel the cover ups and the media attention increased, the church took precisely the wrong stand. It circled the Catholic wagons, stonewalled, avoided responsibility and blamed the media. Eventually some Church leaders saw the light and realized their first duty was to the victims and not the institution, but in the interval much lasting damage was done.

Now the whole, awful pattern seems to be playing out again in Ireland and Germany and beyond. The Pope’s handling of the mess, and his handlers handling of the mess, prompted a well-known parish priest in Idaho, who is also a canon lawyer, to go public with a call for Pope Benedict to resign. Father Tom Faucher in Boise suggested in an Op-Ed in the Idaho Statesman that some of the problem is generational. Benedict is 82. But, there is nothing generational about failing to aggressively, sensitively and completely address this cancer on the Church. We’re talking about the safety and well being of children, after all. Even a bunch of old men must know the importance of doing that.

The real first rule of crisis communication – whether its a clergy abuse scandal or a Tylenol recall – is to simply, humbly and honest do the right thing. There is no substitute.

As USA Today noted in a recent editorial: time and again in the recent past the Church has faced a choice to protect children or protect the Church. The choice has been to protect the institution. Doing the right thing begins with admitting the obvious. This is a crisis of leadership, a failure of fundamental decency, an abdication of candor and responsibility. None of it will be fixed by blaming the New York Times or equating criticism of the Pope with the horrors of the Holocaust.

There must be a collection of Cardinals holed up deep in the inner sanctums of the Vatican who see this is just another PR problem. If only we shift the blame, they must be thinking, and spin the issue to make it about anti-Catholic sentiment all this will fade away. Nope.

The pithy, often very wise, cradle Catholic Maureen Dowd, writing in the New York Times, said what I suspect many Catholics feel: this year the Church gave up its credibility for Lent. Sounds about right.

We know how this is going to end and it will not end well. Every great crisis of responsibility and accountability has an arc, a trajectory. The crisis of confidence and leadership will continue to get worse. Responsibility will be assigned. It is only a question of how long it takes and how much more damage is done while we wait.

In the meantime, it will be said time and again that the Catholic Church has survived scandal and worse for 3,000 years. But, these times are different. This is the age of Facebook and Twitter and the 24 hour news cycle. Judgments are faster and last longer and the impacts are world wide. The only way to spin this crisis is to confront it and accept responsibility. The sooner the better.

Someone in a high position – the highest position – must say, as that patron saint of lawyers Sir Thomas More did upon the scaffold, that one can be the servant of an institution, but first one must be the servant of God.

As Maureen Dowd notes in her column today, Catholics live and believe on faith. “How can we maintain that faith, she asks, “when our leaders are unworthy of it?”

Catholics around the world wait for their leaders to do the right thing.

Did Obama Get the Wrong Nobel?

Updike and Marc This Just In: the Nobel Prizes are…Gee, Political

 

The great American writer John Updike never won the Nobel Prize for Literature. He should have.

When Updike came to Idaho a few years back, I spent a marvelous day with him and asked if, considering his enormous body of work, it was a disappointment never to have won the biggest prize in literature.

After all, Faulkner won. So did Hemingway and Steinbeck. He got that marvelous twinkle in his eye and just smiled and said something about not writing for awards. Nonetheless, I got the sense that the snub was a disappointment, but one he had become resigned to.

Personal opinion – Updike should have won the Nobel, but did not because of the Nobel Committee’s alleged (more recent) bias against American writers.


Some of the rap has been that Updike, Philip Roth, Norman Mailer, John Cheever, just to name a few, are too commercial and not sufficiently literary by Nobel standards. Bunk. Decisions about awarding Nobel Prizes are political whether we’re talking peace, prose or poetry.

I’ll leave the dissection of the Obama Peace Prize to all those who have already had their say, but I did take note of two particular reactions.

Senator John McCain, as the LA Times noted, has once again proven” that he is still out of touch with his party.” McCain told CNN, “I think all of us were surprised at the decision. But I think Americans are always pleased when their president is recognized by something on this order.” The old McCain.

A second reaction – Louisa Thomas – at Newsweek suggests the president should have won the literature prize on the strength of his two excellent books.

Who knows, Obama may get a second chance for a Nobel. Winston Churchill won the literature prize in part, no doubt, because he was a great political leader, but also because he was one hell of a good writer and had accumulated a substantial body of great work.

I was thinking this morning of the intensity of the 2008 political campaign just a year ago. The daily drama and intensity of that unforgettable campaign has faded, but amidst all Palin, Bill Ayres, fist bumps and Joe the Plumber, not to mention the financial meltdown, who would have thought we’d be talking about the Nobel Peace Prize and an American president 12 months later?

Like him or not, Barack Obama has been a transforming figure on the world stage. His challenge may ultimately be to live up to all the world’s out sized expectations.
